The scope involves two primary tasks: converting Room A103 in the BRL B3 Barn from natural gas to steam heating by replacing the steam bundle and installing a Taco G8404S 24-inch 4-Pass Heat Exchanger with associated valves, controls, copper return lines, circulator pump, temperature sensors, steam line, and steam trap; and replacing the steam coil (model 5ua1201g018.00x036.00) for AHU1-15 in BRL B1 Room C120 with new vacuum breakers, gate valve, steam trap, and insulation. The contractor must provide approximately 340 feet of fiberglass pipe insulation and all labor, materials, equipment, and supervision in accordance with the Statement of Work and prevailing wage determination ND20260013, Mod. 2 (effective May 18, 2026). Lead workers must hold Journeyman's Licenses in their respective trades; all personnel require U.S. photo identification and facility badges. Period of performance is 60 days from Notice to Proceed, with performance beginning within 10 calendar days of award.
Contractors must submit firm-fixed price quotes with itemized cost breakdowns by trade, hours, and rate; equipment costs; and overhead and profit (combined not to exceed 30 percent, with prime contractor work limited to 20 percent). Award will be made to the lowest price technically acceptable offeror. Amendment 001, effective June 9, 2026, mandates a site visit on June 11, 2026, at 9:00 a.m.; offerors must acknowledge receipt of this amendment with their proposal. Performance and payment bonds are not required. Quotations must be submitted electronically in Adobe PDF to Angela Wingert at angela.wingert@usda.gov, with prices firm for 90 days from receipt.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
