The National Park Service Northeast Region seeks bulk bituminous coal delivery to Steamtown National Historic Site in Scranton, Pennsylvania, with quotations due July 6 and questions due June 25. Place of performance is Steamtown National Historic Site, 150 South Washington Avenue, Scranton, PA 18503. The Government requires washed bituminous coal (lump/egg size, approximately 2.5" × 2" × 1.5"), mined in the USA in compliance with the Buy American Act, containing less than 2% sulfur verified by independent inspection and testing. Deliveries must arrive within five business days of request in minimum shipments of 20 tons, scheduled between 8:00 a.m. and 2:00 p.m. EST Monday through Friday, excluding federal holidays. The estimated annual requirement is 80–120 net tons with a maximum of 200 net tons per contract year.

The base performance period runs July 15, 2026, through July 14, 2027, with four optional one-year renewal periods through July 14, 2031. This is a firm-fixed-price contract incorporating FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). Quoters must submit an SF-18 form, technical questionnaire limited to two pages demonstrating project capability, past performance documentation for three similar projects completed within the past three years, a separate price schedule with unit pricing per ton, FAR 52.212-3 representations and certifications, and completed provisions at FAR 52.204-24. All quotations must remain valid for a minimum of 60 calendar days from submission. Evaluation will be based on technical capability, past performance, and price reasonableness.
