Deliveries must be scheduled between 8:00 a.m. and 2:00 p.m. EST, Monday through Friday, excluding federal holidays, at 150 South Washington Avenue, Scranton, PA 18503. All items shall be bid FOB destination. Invoicing must be submitted electronically through the Invoice Processing Platform (IPP) with unit pricing from the proposal schedule. The base performance period runs from July 15, 2026, through July 14, 2027, with four optional one-year extensions available through July 14, 2031. Introduction / Background Information

Steamtown National Historic Site operates and maintains a live railroad yard, showcasing live, coal-fired steam locomotives, diesel locomotives, restored cabooses, freight cars and railroad coaches. Rail traffic, consisting of but not limited to passenger yard shuttles, mainline excursions, and commercial freight movements, operate regularly throughout the yard. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, and a fully operating Roundhouse and Turntable.

SECTION 1.0 BACKGROUND

1.1 Mission Statement: Steamtown National Historic Site was established to preserve, interpret, and protect the history of steam railroading in America including the historic railroad yard, collections, technical knowledge, and skills that further the public understanding of the impact of steam railroading on U.S.

industry, commerce, and society.

1.2 Description: Steamtown National Historic Site operates and maintains a live railroad yard, showcasing coal-fired steam locomotives, restored cabooses, freight cars, and railroad coaches. Rail traffic, including passenger yard shuttles, mainline excursions, and commercial freight, operates regularly throughout the yard. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, and a fully operating Roundhouse and Turntable. Located in Scranton, PA, the site provides an engaging experience for visitors interested in the history of American railroads.

1.3 Purpose of Contract: The contractor shall furnish all labor, transportation, materials, supplies, and supervision for the delivery of bulk bituminous coal.

1.4 Type of Contract: The type of contract is a firm fixed price for the delivery of bituminous coal.

1.5 Quality Control: The coal shall be bituminous (soft coal) suitable for use in a railroad locomotive-style steam boiler for the purpose of generating steam to operate a steam locomotive. Coal shall be washed LUMP/EGG size, approximately egg or golf-ball sized (approximately 2.5" x 2" x 1.5"). The coal shall be free of foreign material and excessive fines. Bid pricing shall be provided in Net Tons (2,000 lbs) delivered.

The contractor shall provide independent inspection and testing data confirming the coal contains less than 2% sulfur upon the initial delivery and annually thereafter during the period of performance. Additional testing may be requested by the Contracting Officer Representative (COR). Any independent testing requested by the COR shall be performed at the contractor’s expense.

The Government reserves the right to reject any shipment that does not meet the specifications outlined in this contract.

1.6 Buy American Act: The coal must be mined in the USA, no foreign coal is acceptable. Product shall be compliant with the "Buy American Act. A copy of the Act is available at: https://www.acquisition.gov/far/current/html

SECTION 2.0 SCOPE

2.1 Overview: All items to be furnished shall be Bid FOB destination, Scranton, PA

18503.

2.2 Estimate Quantities. The estimated annual requirement for this contract is approximately 80 -120 net tons of bituminous coal. Deliveries will be requested by the Government as needed in minimum shipments of 20 tons.

2.3 Maximum Quantity. The maximum quantity ordered under this contract shall not exceed 200 net tons per contract year

2.4 Subsequent deliveries shall be made no later than 5 business days after delivery requested by Government. Subsequent deliveries shall be 20 tons minimal.

2.5 Deliveries shall be scheduled to arrive at the site between the hours of 8:00 am and 2:00pm EST, Monday through Friday excluding federal holidays. Steamtown has the right to inspect each delivery to ensure that the coal meets the quality standards as specified in section 1.5 It is requested that the driver call the site to arrange for delivery prior to arrival.

SECTION 3.0 GENERAL

3.1 Contractor shall provide service by trained and qualified individuals for all work pertaining to this contract.

3.2 All equipment, material, and waste removed or generated by the work of this contract shall be properly disposed of offsite by the contractor.

3.3 The contractor shall ensure all materials delivered under this contract meet the quantity and quality requirements specified herein. The Government may inspect and verify all deliveries to confirm compliance with contract specifications.

3.4 Deliveries under this contract shall occur Monday through Friday, between the hours of 8:00 a.m. and 2:00 p.m., excluding Federal holidays, unless otherwise approved by the COR. The contractor shall coordinate deliveries with the COR or designated park representative to ensure deliveries do not interfere with normal conduct of Government operations.

SECTION 4.0 OTHER CONSIDERATIONS

4.1 Steamtown National Historic Site shall not be held responsible for any theft or damage to the Contractor’s equipment or supplies while on park premises. The contractor is responsible for securing their equipment and supplies while on site.

SECTION 5.0 INVOICING

5.1 Invoices must be submitted electronically through the Invoice Processing Platform

(IPP) and include the unit price specified in the Proposal Schedule.

SECTION 6.0 PLACE OF PERFORMANCE

6.1 All work shall take place at Steamtown National Historic Site, 150 S. Washington

Ave, Scranton, PA 18503.

SECTION 7.0 PERIOD OF PERFORMANCE

7.1 The base period of performance shall be from May 1, 2026, through April 30, 2027.

The Government may extend the term of this contract by exercising four (4) one-year option periods in accordance with applicable Federal Acquisition Regulations.

Base Year: July 15, 2026 - July 14, 2027 Option Year 1: July 15, 2027 - July 14, 2028 Option Year 2: July 15, 2028 - July 14, 2029 Option Year 3: July 15, 2029 - July 14, 2030 Option Year 4: July 15, 2030 - July 14, 2031

SECTION 8.0 RESTRICTIONS

8.1 Steamtown National Historic Site is home to many historic features. The contractor shall take care to avoid damaging any existing historical elements. Should damage occur, the contractor must repair it to the satisfaction of the Contracting Officer at no cost to the government. Any damages must be reported immediately to the Contracting Officer.
