About this opportunity

The Department of the Air Force Air Combat Command is seeking a small business contractor to perform static display missile relocation services at Offutt Air Force Base. The project involves removing, refurbishing, relocating, and reinstalling an Air Force Minuteman II Missile and a Navy Trident II Missile from B500 West Plaza to B1000 West Plaza, where a concrete platform has been pre-constructed. This sources sought notice is designed for market research purposes, with the government requiring interested contractors to submit a letter of interest, capabilities statement, past performance documentation, and Performance Work Statement feedback by March 21, 2025. Contractors must specifically address two key evaluation questions: the most practical method for relocating each missile and whether the artifacts will require sectional cutting during relocation. Additionally, interested firms must complete and submit an SF 328 Certificate of Foreign Interests and a Controlled Unclassified Information Non-Disclosure Agreement for security approval.

The opportunity is designated as a Total Small Business set-aside, targeting small business contractors with experience in artifact relocation and restoration. The project has a planned four-month period of performance following contract award, with contractors expected to perform on-site work at USSTRATCOM facilities and comply with strict security protocols. While no specific award value is provided, the contract is anticipated to be a Firm Fixed Price type, focusing on precise missile deconstruction, site preparation, and installation of commemorative plaques. Contractor personnel must be U.S. citizens and adhere to USSTRATCOM security requirements, with weekly progress reporting mandatory. The relocation project involves handling two significant strategic deterrence missiles and requires careful preservation of their historical integrity during the move and subsequent restoration process.
