About this opportunity
The Department of the Army National Guard seeks static display painting and restoration services for multiple aircraft at Volk Field Air National Guard Base in Camp Douglas, Wisconsin, with proposals due September 15, 2026. The procurement is set aside 100% for Small Business under NAICS 488190, with a $40 million size standard.
Place of performance is Camp Douglas, Wisconsin. The base contract line item (CLIN 0001) requires cleaning, repair, and painting of one KC-97L aircraft to museum-quality standards, with five optional CLINs for F-4C, F-100C, F-84F, A-7D, and F-105B aircraft. The period of performance is 150 days after contract award, with work scheduled Monday through Friday, 0730 to 1630 hours. All contractor personnel must complete AT Level I antiterrorism awareness training within 30 days of contract start and comply with base security, environmental, OSHA, EPA, and AFI 32-7086 requirements.
Museum-quality standards require removal of all corrosion, major dents, and surface contamination; priming of bare areas; sealing of canopies, access doors, and air intakes; bird-proofing of all vents, nozzles, wheel wells, and intakes; and exact reproduction of aircraft markings 100 percent of the time. Paint types, colors, and markings must receive CRTC/MXMT approval prior to application. Performance standards include smooth, flush surfaces with no more than 6 square inches of paint defects per 10 square feet, and polished non-painted areas must be guaranteed for a minimum three-year lifespan. The F-105B contains MAG Thor panels presenting health risks during grinding, sanding, or drilling.
Evaluation criteria weigh combined past performance and technical capability equally against price. Quotations must be submitted on Standard Form 1449 with all personnel registered in SAM.gov at submission. All contractors must comply with Service Contract Labor Standards wage rates. Questions are due by email to WI.CRTC.VF.Contracting@us.af.mil.
