This is a Statement of Work (SOW) for multiple static display aircraft painting services at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The expected period of performance is 150 days after contract award, with work scheduled Monday through Friday from 0730 to 1630 hours.

The base CLIN 0001 requires painting and restoration services for one KC-97L aircraft (52-0905), with the fuselage to be polished and preserved, all colors, markings, and insignias painted, and vinyl decals subject to approval by Volk Field CRTC/MXMT. Five optional CLINs are offered for additional aircraft: F-4C (64-0891), F-100C (54-2106), F-84F (51-9365), A-7D (70-0982), and F-105B (57-5838), with the F-105B noted as having severe corrosion requiring panel replacement and containing MAG Thor panels that present health risks during grinding, sanding, or drilling.

All aircraft must meet museum-quality standards requiring removal of all corrosion, major dents, surface contamination, and loose paint; priming of bare areas; sealing of canopies, access doors, and air intakes; and bird-proofing of all vents, nozzles, wheel wells, cowlings, intakes, and exhausts. Paint types, colors, and all aircraft markings must be approved by CRTC/MXMT prior to application, with polished non-painted areas guaranteed for a minimum three-year lifespan. The contractor must provide all replacement stencils and markings and is responsible for all waste disposal, cleanup, and any overspray damage. Performance standards include achieving smooth, flush surfaces with no more than 6 square inches of paint defects per 10 square feet, completion of corrosion repair within an average of six weeks per aircraft unless delayed by weather, exact reproduction of aircraft markings 100 percent of the time, and semi-gloss paint appearance with no overspray on non-painted display areas or landscape. All contractor personnel must complete AT Level I antiterrorism awareness training within 30 days of contract start and comply with base security, environmental, OSHA, EPA, and AFI 32-7086 requirements. Questions regarding the SOW should be directed to WI.CRTC.VF.Contracting@us.af.mil.

STATEMENT OF WORK (SOW)

for

MULTIPLE STATIC DISPLAY AIRCRAFT PAINTING SERVICES

20 August 2026

BACKGROUND

Volk Field Air National Guard Base (ANGB) maintains a distinguished collection of static display aircraft that stand as proud symbols of the installation’s rich heritage. These aircraft honor the legacy of Volk Field, the Air National Guard, and the United States Air Force, serving as daily reminders of the missions, people, and history that shaped the base. Preserving these displays at a “museum-quality” standard requires ongoing care, as exposure to the elements continually wears on their paint and finishes. Regular restoration and repainting are essential to ensure each aircraft remains a striking, well-maintained tribute—showcasing both their historical significance and their enduring beauty.
