About this opportunity
The Air Force Test Center seeks restoration of static display aircraft (B-17 and SR-71) at the U.S. Air Force Armament Museum, Eglin AFB, Florida, with proposals due July 29, 2026 at 12:00 PM CST. This is a Total Small Business set-aside, 100 percent, under NAICS 712110.
Place of performance is Eglin AFB, Florida, with work scheduled Monday through Friday during daylight hours and completion required by December 31, 2026. The period of performance runs August 1 through December 31, 2026. The contractor must provide all personnel, safety gear, equipment, tools, materials, supervision, and chemical authorization approved by base environmental and HAZMAT pharmacy. The contractor must obtain a 10-day notice period before beginning work and provide 24-hour notice upon completion for Air Force inspection and acceptance. Work includes limited disassembly, corrosion removal, sheet metal repairs, corrosion treatment, reassembly, and polyurethane paint finishes to museum quality standards under AFI 84-103, not aircraft airworthiness standards. The B-17 restoration specifies Federal Standard 37178 polyurethane aluminum silver for fuselage with Federal Standard 37038 black, 31350 red, and 27875 white for markings. The SR-71 requires Federal Standard 37038 polyurethane black for fuselage with Federal Standard 37178 aluminum/silver for landing gear and windows, and 31350 red and 27875 white for striping. Aircraft windows remain unpainted. B-17 propellers are included in scope. Access to aircraft interiors is available if sheet-metal repairs are required due to corrosion.
Award value is $34 million, firm-fixed-price. The mandatory site visit, originally scheduled July 20, 2026, has been postponed due to tropical storm impact; a rescheduled date will be announced by July 20. Questions are due July 22, 2026 at 10:00 AM CST. A Questions & Answers document (QA Solicitation_26Q0055) was uploaded July 24 and must be reviewed before proposal submission. Service Contract Act prevailing wage determination (WD # 2015-4531, Revision 33) applies to Okaloosa County, Florida. Offerors must submit firm-fixed pricing, maintain SAM registration under NAICS 712110 at award, and register in Wide Area Workflow for electronic payment. Any subcontracted work requires a formal subcontractor plan with specific names, addresses, and scope. The Government will not accept refurbished or used equipment and materials. FOB Destination applies; quotes are valid for 60 days. Contact: Rommel Angeles (Contract Specialist) or Sierra Prindle (Contracting Officer).
