The Department of the Air Force, specifically United States Air Forces in Europe - Air Forces Africa (USAFEA-A), is seeking a contractor to perform comprehensive restoration services for a static F-100D aircraft display located at RAF Lakenheath in the United Kingdom. The project requires thorough cleaning, external damage repair, repainting, and protection against animal intrusion, with all work to be completed on-site without removing the aircraft from its current mount. Key contract requirements include using laser cleaning techniques, applying industrial outdoor paint that matches historical color standards, and adhering to both United States and United Kingdom federal and local regulations. The solicitation (FA558725Q0020) will evaluate proposals using a best value approach, with technical capability weighted more heavily than price. Important dates include a site visit on March 27th, 2025, questions due by March 28th, 2025 at 2:00 PM GMT, and proposal submissions due by April 7th, 2025 at 2:00 PM GMT.
The contract is not set aside for any specific business type and falls under NAICS code 238320 for Painting and Wall Covering Contractors. The period of performance is from May 15th, 2025 to May 14th, 2026, representing a one-year contract duration. Contractors must obtain necessary UK business registrations, licenses, and insurance, and provide their own tools, vehicles, and qualified personnel. Work will be performed during standard work hours (0800-1700 local UK time) on weekdays, excluding federal and bank holidays. The project location is Chester Street, Lakenheath, Brandon IP27 9PS, UK, and contractors must coordinate base access, submit a site-specific safety plan, and manage hazardous materials carefully. While no specific award value is mentioned, the contract is structured as a firm-fixed-price commercial acquisition under FAR Parts 12 and 13.
