About this file

This document is a Questions and Answers (Q&A) file from a site visit for a static aircraft restoration project at RAF Lakenheath on 28 March 2025. The project involves restoring an F-100D static aircraft display, including cleaning, repairing external damage, repainting, and protecting against animal intrusion. Key details include a firm fixed price contract with NET 30 days payment terms, requiring contractors to provide their own generators, portable facilities, and security-screened tools. Contractors must enter through Gate 8, coordinate with the Contracting Officer for any unexpected damage or scope changes, and register in SAM and WAWF for payment.

Critical technical requirements include using military-approved paint schemes (pending Base Historian's details), applying markings via paint, and providing a 5-year warranty on restoration work. Contractors must handle chemical/fuel storage, submit a 30-day pre-notice for access passes, provide a 10-day notice for hazardous materials, and coordinate site access through 48 CES requirements. The solicitation (FA558725Q0020) is issued by the Department of the Air Force United States Air Forces in Europe - Air Forces Africa, with the restoration to be performed in compliance with US and UK federal and local regulations.

RAF Lakenheath Static Aircraft Restoration Site Visit Questions & Answers From 28 March 2025

1. Who is responsible if the damage or structural integrity of the aircraft is worse than anticipated, as this will be out of scope, and an approval will be required before we proceed?

A: If this were to occur, contractor will bring this issue up to the Contracting Officer before proceeding with works. This would be an issue to discuss before moving forward. If contractor proceeds without notifying the Contracting Officer, contractor will assume responsibility to fix/maintain unidentified damage or structural integrity.

1. Will we still be renumerated for work carried out and non-refundable costs incurred if the project is stopped due to the above?

A: All work prior to the discovery of issues as mentioned in item 2 will be paid for, anything beyond that will cost will be incurred by contractor if they proceed with work without information the Contracting Officer.

1. If work has started and the condition of the aircraft is demonstrably worse than visible from the ground (during the visit yesterday), can the pricing of the work be renegotiated to include extra unknown work?

A: As mentioned in item 2, contractor will be responsible for identifying issues and bringing them to the Contracting Officer. No decision will be made until conditions are investigated and negotiations are held.

1. What is the process for bringing tooling and consumables on-site? Do they need to be booked in with an inventory?

A: Contractors and their tools / consumables will be brought on base through the contractor Gate 8 entrance and screened by security forces, they should not have to be booked into an inventory.

1. What is the process for bringing chemicals and fuels on site?

1. Can the tooling and equipment be left on-site overnight?

A: Yes, secured in a container that is to be provided by the contractor.

1. Is there a location for the storage of chemicals and fuels, or do we have to provide one?

A: The storage will have to be provided

1. If we are required to arrive through gate 8 every day and go through the full vehicle search each day, will the working day times need to be adjusted as the time taken to get through security each morning will shorten the working day on-site?

A: Work times are the standard hours of operation; this does not mean contractors cannot come through the gate earlier.

1. Do you have a copy of the CIIL and OPSEC policy for us to look over prior to the agreement of work?

A: OPSEC policies will be provided to contractor that is awarded the contract.

1. Page 16 FAR52.212-3 Please explain how this is addressed responses P.W.S.

Any offerors who want to be awarded this contract MUST be registered in SAM.

1. 2.4… hours of work: Due to Climatic and daily weather conditions extended hours may be required to complete that day’s painting schedule. Is this possible? Given the fact that days could be lost due to weather it may be a requirement to work longer hours some days.

A: The hours of work will be held to what is stated in the PWS and all work will need to revolve around that time window. If the awarded contractor feels that a different day to daytime window would work better than what is stated in the PWS, that can be taken into consideration, and we can possibly modify the PWS. Notify Contracting Officer prior to any changes made.

1. 3.3… Will there be an ongoing care plan in terms of regular cleaning, Ceramic treatment etc. to ensure longevity of product given a 5-year warranty is required, or will it be down to the contractor to return each year to do this and thus this will need to be worked into any final pricing?

A: Once aircraft is restored RAF Lakenheath personnel will maintain the wash for this aircraft afterwards. However, with the PWS saying 5-year warranty ensures all methods and painting processes are achieved to the highest quality.

1. 4.2… 30-day pre notice for access passes. What if there is a requirement for additional staff / contractors to be onsite at short notice. How is the 30-day requirement navigated. Can access be daily? As a Pass holder can I escort personnel daily?

A: Suggest requesting passes for all members that may need access for this project. Once contractor is badged for this requirement, coordinate with Security Forces at gate 8 to inquire about sponsoring on additional personnel.

1. 4.7 … 10-day notice for HAZMAT’s …What if additional materials are required further to those already declared? Is it just the materials that need to be notified or quantities as well?

A: Bioenvironmental (BE) Response: Bioenvironmental Engineering requires the notification of materials (to include SDS) and their quantity to assess the health risk to all exposed personnel.

1. How will access to the area be arranged? There will be a requirement for at least a scaffold lorry. Can the tree be trimmed? Can 3rd party contractor have day passes? Is it permissible to drive onto the area over the lowered curb section?

A: Whoever is managing the project should arrange access/escorts. AF-103 work clearance request will need to be submitted through 48 CES requirements, 226-4823 to coordinate the work.

A: A request for tree trimming will need to be submitted to 48 CES requirements-226-4823.

1. Access for site cabin and hazmat containers. These items will need to be unloaded from vehicles with HiABS… This may mean temporary road closure if these items are to be placed on the grass. Is there possible HAZMAT storage on establishment?

A: Yes, however a temporary space requested must be submitted to 48 CES requirements, 226-4823 and approved by the MSG CC.

1. As a suggestion is it possible that the site office cabin, HAZMAT container and Portaloo, if required, be positioned in the Car Park adjacent to the aircraft. This will allow easy Portaloo servicing if no washroom facility is provided. This will also mean less damage to grassed area.

A: Yes, however a temporary space requested must be submitted to 48 CES requirements, 226-4823 and approved by the MSG CC.

1. Access for enclosure staff and 3rd party contractors. Will washroom facilities be available for these contractors or will Portaloo need to be in place first? Will Project POC need to be onsite for erection and dismantling of enclosure/ installation and removal of site office, generator and compressor, hazmat store etc. or can the contractors nominate their own POC for these periods?

A: If a Portaloo will be needed for the workers, that will need to be a part of the contractor’s firm fixed price quote to account for that possible expense.

A: Contractor Project POC will need to be present as any 3rd party falls under their responsibility.

1. Can the government specify the location of the power and water supply to be issued for the project?

A: Power will not be available (generators will be needed) but if a water buffalo or a portable water container is available, we can fill it using our water supply from our Wash Rack building, will have to coordinate with the POC.

1. Does the government require the entire aircraft to be fully stripped of previous coatings?

A: See PWS paragraph 3.3
