About this opportunity

The Delaware Air National Guard, through its 166 Mission Support Contracting office, is seeking qualified contractors to provide comprehensive statewide high school advertising services designed to enhance brand awareness and support recruiting efforts. The procurement encompasses digital advertising (20-second rotating ads on gymnasium scorer's tables), static banner advertising (3'x5' to 5'x6' indoor and outdoor banners), public address system announcements during athletic events, and facilitation of one annual community engagement partnership night per school. This is a Sources Sought Notice for market research purposes only and does not constitute a formal solicitation; responses are due by April 15, 2026, at 1700 EDT to Bryan Driscoll (Contracting Officer) at Bryan.Driscoll.5@us.af.mil or Katesha Tolson (Contract Specialist) at katesha.tolson.1@us.af.mil. Interested parties must submit a capability statement not exceeding five pages that includes company information, socio-economic status, detailed capability and past performance narratives with at least two relevant contracts from the past three years, and responses to questions regarding exclusive advertising agreements and ability to service all designated schools. The Government will use the information collected to determine the appropriate acquisition strategy and assess the viability of a small business set-aside, with all small business categories encouraged to respond.

The requirement encompasses advertising services across approximately 15-16 designated Delaware high schools including Smyrna, Indian River, Dover, Woodbridge, Lake Forest, Middletown, Caesar Rodney, Appoquinimink, Concord, Mount Pleasant, Alex I du Pont, Brandywine, Padua Academy, Milford, and Sussex Central High Schools, with services targeting students, parents, and local communities during high-traffic athletic events. No set-aside designation has been applied to this procurement at this time, though the Government is actively evaluating the feasibility of establishing one based on market research responses. The notice does not identify any current contractors or potential incumbents, nor does it disclose an estimated award value or budget range for this requirement. Responses to this Sources Sought Notice will not result in payment to respondents, as this is purely a market research effort to inform future acquisition planning and strategy development.
