About this opportunity
The Department of the Air Force Space Command seeks operation and management of the DoD STARBASE Academy at Patrick Space Force Base, Florida, with proposals due August 10, 2026, and questions due July 24, 2026. The procurement is set-aside exclusively for not-for-profit organizations verified under IRS Section 501(c)(3) or applicable state nonprofit registration.
Place of performance is Building 3655 in Satellite Beach, Florida. The contract runs from August 30, 2026, through January 31, 2032, comprising a base year (August 30, 2026–July 31, 2027) plus four one-year option periods and one six-month extension option. The base year and each full option year require 120 STARBASE classes delivered as weekly sessions of four instructor pairs during the school year, plus eight summer classes. Option Year 5 (the six-month extension) reduces the class requirement to 60 classes. Total contract value is $275,000.00, with each full option year including $50,000.00 for Community Outreach activities (non-competitive, subject to Contracting Officer approval) and Academy Supplies on a not-to-exceed basis. The six-month extension option reduces Community Outreach allocation to $25,000.00.
The contractor must employ a Director with a bachelor's degree in STEM or education and five years of management experience; four Program Instructors with bachelor's degrees and three years of elementary education experience; four Instructor Assistants with high school diplomas; and one Office Manager. All personnel require criminal background checks and CPR/First Aid certification where applicable. Each classroom must maintain minimum 20 and maximum 35 students, with minimum four classrooms operating. The curriculum requires 90 percent of classroom time devoted to DoD-approved STARBASE standards covering physics, chemistry, technology, engineering, mathematics, and STEM careers, with 97 percent compliance required for classroom hours and reporting.
The government provides Building 3655, all facilities maintenance, utilities, janitorial services, security, and government-furnished equipment including laptops, 3D printers, SmartBoards, tablets, and classroom furnishings. The contractor must provide commercial internet supporting up to 41 wireless connections, three telephones, basic office supplies, and instructional materials per approved lesson plans. Service Contract Act wage determination #2015-4555, Revision 29 (May 13, 2026) applies. Evaluation is based on Technical Acceptability (demonstrating capability and labor mix per PWS), Past Performance (via FAPIIS, CPARS, SPRS; derogatory marks or default/cause termination render offerors ineligible), and Price, with factors other than price slightly more important. Amendment 1 (July 28, 2026) removed CUI markings from the PWS, added Q&A documentation, and updated the CLIN structure. NAICS 611710, PSC U009.
