About this file

This is a Questions and Answers document for federal contract opportunity FA252126QB073, issued on July 28, 2026, for a STARBASE program operated by the U.S. Air Force at Patrick Space Force Base in Satellite Beach, Florida.

The contract requires delivery of a Science, Technology, Engineering, and Mathematics (STEM) education program consisting of 32 total sessions with 4 classrooms per session—30 sessions during the school year and 2 sessions during summer break. Each classroom must have one fully qualified instructor and one instructor's assistant at minimum. The Government will provide Building 3655 and maintain all facilities, utilities, grounds, janitorial services, and exterior/interior repairs at no cost to the contractor. The contractor is prohibited from constructing improvements, modifying utility systems, or permitting unauthorized facility use. The contract is structured as a non-personal service contract with payment based on classroom units delivered. Service Contract Act wage determination #2015-4555, Rev 29 (dated May 13, 2026) applies. Award will be made using a best value tradeoff evaluation. Prime not-for-profit contractors may use subcontractor capabilities and past performance when identified by UEI and/or CAGE code. Payment for missed classes depends on cause determination by the Administrative Contracting Officer—excusable delays may allow rescheduling, but contractor-caused failures result in no payment. A Community Outreach CLIN has been established as non-competitive and not-to-exceed, requiring coordination with the Contracting Officer and Representative prior to execution.

FA252126QB073 Questions and Responses

Additional Updates to the Solicitation:

FA252126QB073 Updated CLIN Structure 28 Jul 2026

PWS item 3.1.3, correlating to DoDI 1025.07, item 3.4.a(4) for Community Outreach have been updated in the CLIN Schedule. This is a NON-COMPETITIVE, NOT-TO-EXCEED CLIN.

All actions under this CLIN shall be coordinated with the COR and approved by the CO prior to any action by the Contractor. All approved actions resulting from this CLIN will be FFP and obligated using priced sub-CLINs.

Questions and Responses 28 Jul 2026

Question 1: Regarding needed real estate maintenance and improvement, there is a limit of $100K. Is this for the whole program with option years included? Should it be included in the budget proposal?

Response 1: Real estate maintenance and improvement will not be part/expected of the contractor. In PWS, 5.0., explains the role of the installation/base support, equipment and services; to include

The Government will provide Building 3655 located in Satellite Beach, FL. Title to the facilities shall remain with the Government. The Government will maintain the facility and perform repairs in accordance with sound industrial practices. The Government will maintain the grounds surrounding the building. The Contractor shall not permit the use of the facility by others unless approved by Child and Youth Service (FSY) Flight Chief.

The Contractor shall not construct or install any fixed improvement or structural alteration. The Contractor shall take all reasonable steps to protect the facilities from damage and shall contact the COR who will contact the Contracting Officer immediately if damage is sustained. The Patrick SFB 45th Civil Engineer Squadron (45 CES) will be responsible for outside building maintenance. Outside maintenance will include preventative maintenance for Class II property, such as Heating & Air Conditioning (HVAC) systems and fire protection systems. The Government will provide exterior repair and maintenance to facilities for painting, roofing, roof ventilators, exterior doors and windows, gutters, downspouts, and other such requirements that assure weather tightness or basic structural integrity. The Government will maintain the interior of the building, to include providing janitorial services. The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract at no cost to the Contractor. The Contractor shall not change or modify any utility system or component without prior review and approval by 45 CES.

Question 2: Since this location received its Level 1 Certification in July 2026, is it possible to pursue a Level 2 opportunity? Could budget numbers be included in the solicitation for a STARBASE 2.0 program as well?

Response 2: No, we are not including budget numbers for a STARBASE 2.0 Program in this solicitation.

Question 3: The PWS dated 9 July 2026 with this solicitation is labeled CUI. Since it is a public domain document, it is my understanding that it should not be labeled CUI. Can you clarify?

Response 3: The PWS is not CUI. This marking was to be removed prior to posting.

There is nothing included in the PWS that requires this marking. The document will be updated to remove this marking.

Question 4: CONS Could the base please rank these in order of priority so that we can make sure we are structuring program costs and success accordingly:

o Stability/longevity o Absolute lowest cost o Program Growth o Increase/improve Community Support/Awareness

Response 4: There is no rank order of priority. The intent is that offerors meet the overall intent of the PWS in accordance with DoDI 1025.07, STARBASE Programs.

Question 5: The CLIN structure is a bit different than previous budget proposals. Since it is broken out into summer and school year, does the base want to have 10 or 11 month employees or keep to 12 months? Additionally, it states 4 instructor pairs in the CLIN document, but the PWS states 4 instructors and 4 assistants. The CLIN document also specifically states that summer sessions will be four classes running for two weeks.

This does not work for the local school systems due to these constraints. Again, this is not in the PWS so need some clarification if possible.

Response 5: The requirement, as stated in the PWS (item 3.1) and DoDI 1025.07 (item 3.4.a(2) and a(3)), indicates the format of 32 total sessions, each session included 4 classrooms. There are 30 sessions required during the school term. There are 2 sessions required during the summer break. Sessions may be split according to determinations made by the program manager and successful awardee; however, only 8 classrooms are required for summer sessions.

The “Instructor Pair” is comprised of one fully qualified instructor and one instructor’s assistant per classroom. Each classroom shall have a fully qualified instructor and an instructor’s assistant, at the minimum. The unit of issue becomes the classroom (class), with the applicable number of students as permitted.

The CLIN Structure document has been updated to include those activities that are not included in the Class requirement in accordance with PWS item 3.1.3 and DoDI 1025.07, item 3.4.a(4).

It is up to the contractor to determine the solution to meet the expectations stated in the PWS and DoDI. The Government does not determine Contractor staffing solutions or personnel retention policies; those agreements are between the employer and the employee.

The contemplated contract is strictly a Non-personal Service contract.

It has also been confirmed that the facility will be available to contractor personnel during planning and off-schedule periods for planning and set-up.

Question 6: Will you please confirm that the prime not-for-profit can use their subcontractor’s capabilities and past performance?

Response 6: A prime, not-for-profit may use subcontractor capabilities and past performance. Please identify the subcontractor by UEI and/or CAGE code for CPARS/FAPIIS review.

Question 7: Is this a best value tradeoff or the lowest price technically acceptable?

Response 7: In accordance with the solicitation and in accordance with RFO Part 12, award will be made to the offeror whose quote presents the best value to the Government.

Question 8: Which Service Contract Act wage determination applies to this requirement? We did not see one among the five listed attachments.

Response 8: This was an oversight in the solicitation. Wage Determination #2015- 4555, Rev 29, dated 13 MAY 2026 will be uploaded to the solicitation along with these Questions and Answers.

Question 9: Since the CLIN structure is broken out into class units, if staff are on site and ready to conduct the class(es) but students do not show for reason outside the contractor’s control (e.g. school system cancelation, weather), is the contractor still allowed payment for the class so that their staff can still be paid?

Question 9: In the event there is an excusable delay and classes may be rescheduled, it is anticipated that these classes may be rescheduled during the school year or possibly completed as additional classes during a summer period.

If the missed class is due to failure to staff, and the dates may not be rescheduled, there will be no payment made for that unit of issue.

Individual determinations of cause for missed classes will be made by the Administrative Contracting Officer (ACO) as required.
