About this opportunity
The Naval Supply Systems Command seeks installation of a Standby Emergency Diesel Generator (SEDG) aboard USS NEW ORLEANS (LPD-18) at Sasebo, Japan, with proposals due September 14, 2026. Amendment 01 extends the original August 24 deadline and adds a revised Statement of Work. Award is restricted to firms holding a current U.S. Navy MSRA (Master Ship Repair Agreement) or ABR (Agreement for Boat Repair) in the Japan Region; contractors located outside Japan must demonstrate compliance with DFARS 252.225-7042. Firms without an MSRA/ABR are ineligible unless adequate time exists for the Navy to assess and execute the agreement without impacting vessel availability.
Place of performance is Sasebo, Nagasaki, Japan. The contract is a single firm-fixed-price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARV). The period of performance runs October 22, 2026 through January 30, 2027. The work requires procurement and installation of one 1,000 kW, 1,250 kVA SEDG unit (NHC20/QSK50G4 or equivalent) with self-contained cooling and fuel systems, a double-walled fuel tank, and a temporary 600-volt power cable (approximately 50 meters, 1,600-ampere capacity). Installation must follow MIL-STD-2003B and MIL-STD-1310H standards. The contractor must provide training to Ship's Force, respond to service calls within 2 hours, supply a replacement unit within 8 hours if the original cannot be operational within 6 hours of failure, and perform weekly inspections and monthly operational tests. Pricing shall be submitted in Japanese Yen at the FY26 exchange rate of JPY 150.4415 per USD 1.00. Award goes to the responsible offeror submitting the lowest total price. NAICS 336611, Ship Building and Repairing. Non-small business procurement.
