About this file

This document is a Job Specification and Cost Estimate Sheet for naval ship repair work on USS NEW ORLEANS (LPD-18) at Sasebo, along with supporting email correspondence regarding contract modifications.

The primary work requirement (ICN 38KF386304, Rev 01) involves changing the material source for temporary power cables from Contractor Furnished Material (CFM) to Government Furnished Material (GFM) for a Standby Emergency Diesel Generator (SEDG) installation. The contractor must contact the SRF Tool Room to coordinate cable return procedures prior to work commencement. The SRF Tool Room will issue four shore power plug assemblies and temporary power cables (either 250-square millimeters or 125-square millimeters) as required. The cost estimate indicates 8 man-hours for the work with no GFM or CFM costs identified. The anticipated award date is 09/12/2026, with a production completion date of 12/30/2026 and POP end date of 01/30/2027. The work is being prepared by N. Kuwahara (E KU) dated 9/8/2026, approved by S. Murakami (S225), and concurred by A. Oka (S233) at the Sasebo facility.

The email chain (dated August 24 through September 4, 2026) documents the contractual modification process initiated by the project manager. TOYO, the only viable contractor proposal received, requested the cables be provided as GFM and the schedule be extended to allow SEDG removal after the Japanese New Year holiday (approximately January 8, 2027). The Contract Specialist noted that significant solicitation changes necessitate re-competing the RFQ on the street for a short period. The S310 Class Team Leader confirmed the SRF Toolroom has the required cables available and can support the provision of GFM, and concurred with extending the removal date to 01/07/2027, with the project manager's email dated 9/4/2026 initiating this modification.

Good Afternoon David, Thank you for your response. As the changes significantly alter the conditions of the Solicitation we will have to go back out on the street for this RFQ (albeit for a shorter period this time). Please provide an updated/revised spec sheet that includes changing the Cables over to GFP and changing the Schedule to reflect the extra time given for the removal of the SEDG. Please update the IGE accordingly as well.

Thank you.

David, Apologies for the delay. Spoke with the SRF Toolroom and we have the required cables and can support by providing them. Removal of the SEDG and other associated equipment on 1/07/27 is also acceptable. I concur with the KTR proposal.

Good Morning Lt. Molina, We received a proposal from TOYO for the subject requirement; unfortunately they were the only viable proposal that we received. In regards to their proposal they included some conditions which cannot outright be accepted. The KO reached out to them and they stated they will not revise their proposal to remove said conditions.

The conditions are listed as such:

1. We do not have para 1.3.2 temp power cables for this job.

So, we want SRF to provide the cables as GFM.

2. The PCD 12/30/2026 is ok for us, but we would like to remove the SEDG, Outside tank, power cables, and fence on or around 01/07/2026 after Japanese new year holiday.

Due to their refusal to revise their proposal we cannot accept.

However if the above conditions look like something that SRF can change and agree to, our best option would be to revise the RFQ to include a new SPEC sheet that reflects that the cables are now GFM and that the schedule can slide until after the new year holiday (JAN 8 looks like our best bet). We can then put the RFQ out back out on the street for a short time and hope its more beneficial for the other Contractors as well. This is currently our only option as continuing on would mean we are met with a No Bid situation.

With all things considered do you think that this approach is feasible for you and your ships timelines?

Please let me know.

Thank you!
