About this file

This is a Job Specification and Engineering Liaison Memorandum for the installation and maintenance of a Standby Emergency Diesel Generator (SEDG) system aboard USS NEW ORLEANS (LPD-18) at Sasebo, Japan. The anticipated award date is 07/12/2026, with production completion by 12/30/2026 and a Period of Performance from 10/22/2026 through 01/30/2027.

The specification requires procurement and installation of one SEDG unit rated at 1,000 kW, 1,250 kVA, 440VAC, 60Hz, 3-Phase (NHC20/QSK50G4 or equivalent) with self-contained cooling and fuel systems, including a double-walled fuel tank (100TCG or equivalent). A temporary 600-volt power cable approximately 50 meters in length with terminal lugs, capable of supporting 1,600 amperes (400 amperes by 4 receptacles), must also be provided. The SEDG must be positioned pierside as close to the ship as possible and installed per MIL-STD-2003B and MIL-STD-1310H standards. The contractor must supply correct phasing and voltage to the ship's power distribution system, provide training to Ship's Force on SEDG operation, perform service within 2 hours of receipt of a service call, and supply a replacement unit within 8 hours if the original cannot be operational within 6 hours of failure onset. Maintenance includes fuel, fluids, and periodic work to ensure continuous operation throughout the availability. The SEDG must have an integral fuel tank for at least 2 hours of operation at full load and external fuel tank provisions for a minimum of 24 hours of continuous operation. Weekly inspections and monthly operational tests are required, with security fencing, environmental containment berms, and safety signage mandated around the installation.

3. BACKGROUND:

a. Reference (a) requested S245 to provide guidance for the selection of a temporary pierside Standby Emergency Diesel Generator (SEDG) and the method of connection and operation. The generator was requested by Project Team should shore power be lost and all five (5) Ship Service Diesel Generators (SSDGs) are under maintenance or inspection. The SEDG must be able to parallel onto the ship's electrical system (440 V and 60 Hz). Requested power was 2000 kW or closest rating .

ELM 215198 I of3 jlS>

LPD-18 USS NEW ORLEANS 38KF386304-A01

b. Per reference (b), there are 20 each shore power receptacles on LPD 18, and can be fed 400 A

(max.) per circuit. During recent LPD 18 and LPD 20 availabilities, ship has been connecting 16 shore power cables (4 spare). Based on this, 1600 A (400 amps x 4 receptacles) can be connected for emergency use, with a power capacity of I 000 kW maximum ( 440 V, Power factor 0.8).

c. S245 confirmed electric power capacity for emergency use during shore power outage.

Although reference (a) requested 2000 kW, per review of shipboard emergency power requirements for two fire pumps, ft remain motor operated valves, lighting systems, I MC system, alert and monitoring systems, and main drainage system, I 000 kW is sufficient. Temporary systems are connected separately to pierside shore power and would not be powered by the SEDG. SURFMEPP Standard Work Templates currently only require a 500 kW SEDG.

4. GENERAL NOTES:

a. The purpose of this ELM is to provide guidance for temporary pierside SEDG package selection.

b. All cables and equipment shall be installed in accordance with reference (c) unless otherwise noted.

c. Miscellaneous materials, not identified in this ELM shall be installing activity-furnished material.

d. Shipboard electric loads shall be selected for emergency use within temporary SEDG package ' s output: I 000 kW maximum.

e. Enclosures (I) and (2) are provided for information only. Final equipment and installation configuration will be determined by the contractor awarded and reviewed by SRF Project Team for compliance to the requirements of this ELM. Enclosures (2).a through (2).c are provided for planning purposes only and not to be provided to contractor.

5. REQUIRED ACTIONS:

a. Procure additional shore power cables as necessary to support SEDG installation pierside.

Ship ' s Force had previously identified that they had only sufficient cables to connect to 16 of 20 shore power receptacles.

b. Accomplish installation of temporary pierside SEDG package with the following requirements.

(I) . Basic requirements:

I. Diesel Generator: 440V, 60 Hz, I 000 kW rated output or higher. If two or more generators, automatic load sharing capability between the generators is required.

Generators shall not automatically provide power to ship. Manual breakers are required .

2. Fuel: Generator(s) shail have an integral diesel fuel tank capable of at least two (2) hours of continuous operation at full load. External fuel tank(s) and piping/valves shall be connected to the generator(s) to allow adding of fuel without stopping generators.

External fuel tank(s), in conjunction with generator integral fuel tanks, shall provide a minimum of twenty-four (24) hours of operation, which can include refilling of external fuel tanks if provisions provided for 24 hours of fuel being available to meet Maintenance Red lines requirements of reference ( d) enclosure (2).

(2). Laydown:

ELM 215198

I. Located at SRF Juliet Pier. Provide berm (i .e., containment) around bottom of generator(s), fuel tank(s), and associated piping to contain any spills. Maintain oil spill kits and fire extinguishers nearby.

2of3 ½

2. A see-through security fence (ex., chain link fence) shall be erected around generator(s), tank(s) , berm, and piping to prevent general entry, but allow transit of power cables. At the discretion of the Fire Safety Council (FSC), the security fence shall be locked when the generator is not in operation or under maintenance. Separate sets of keys shall be made available to Ship's Force, Command Duty Officer (CDO), and Ship Superintendents. Generator console, switchboard console and external fuel control panel keys shall be provided to Ship 's Force and SRF-JRMC Ship Superintendents.

3. Laydown plans and local permits for diesel generator use shall be submitted for review by SRF-JRMC Industrial Division Code S980, Environmental, Safety & Health Division Code SI 06, and Fire Safety Office Branch Code S394. Laydown plans must not interfere with CNRJ Fire Department access to the ship. FY 2021 Category I Local Standard Items (LSI) and NA VSEA Standard Items (NSI) cover general environmental and safety requirements for the contractor and will not be repeated here.

(3). Install English name plates and instruction plates for indicators and switches for easy operation (label plates shall be removable and not damage equipment). Post contractor 24-hour point of contact information.

(4). Provide a copy of generator operational instructions, laydown plans, and point of contact information to Design Branch Code S245, Ship's Force, and Ship Superintendents.

(5). Post signs around each side of installation perimeter to specify, "NO HOTWORK WITHIN

35 FEET''.

c. The contractor shall train Ship's Force on generator operation.

d. The contractor shall perform weekly checks for oil level , fuel level , leaks, battery condition, and general condition of installation.

e. The contractor shall run the generator(s) monthly to verify proper operation. Ship's electrical power system shall be isolated from the SEDG during these monthly checks. Coordinate with Ship's Force, Ship Superintendents, and Fire Safety Council prior to operation. NOTE: NS I 009-02 applies.

f. Operation ofSEDG during loss of shore power shall be performed by Ship's Force. On ly Ship's Force shall operate breakers to provide power to the ship. Ship's Force to install CAUTION tags to SEDG breakers to prevent inadvertent operation.

g. Prior to closing temporary pierside SEDG output breakers to provide power to the ship, recommend shore power pigtai Is be unp lugged from pierside shore power receptacles to prevent two different source of power supply at ship's shore power switchboard.

6. TEST NOTES:

a. Verify emergency generating system for all electrical components installed have been checked for continuity and equipment is operating satisfactorily.

b. Perform operational test to confirm SEDG installation is providing power to ship's shore power connections and verify no abnormal operation. Coordinate with Ship's Force. Upon completion of operational test, secure SEDG(s), and Ship's Force to install CAUTION tags to SEDG breakers.
