About this opportunity

This solicitation seeks proposals to produce 18,000 ampoules of Standard Reference Material 956e for the National Institute of Standards and Technology. Bidders must describe their production process and quality control procedures, and demonstrate a history of relevant experience. Proposals will be evaluated based on technical capability, past performance, and price. The delivery deadline is 120 days after award.

An amendment modified the evaluation criteria to focus on technical capability and require offerors to describe manufacturing facilities and transportation details. The due date of May 7, 2021 remains unchanged. This opportunity is set aside for small businesses only under NAICS 325414 and PSC V999. As the incumbent, Cooperative Measurement, Inc. produced the previous version. The reference material will be manufactured and delivered for a price under $250,000. Place of performance is the contractor's facility with potential transportation between sites.

AMENDMENT A002

The above referenced solicitation is hereby amended to respond to a question submitted,  incorporate a change to the statement of work, and extend the due date for quotations.

1.     The following question and response are hereby provided:

QUESTION:  We have some concern about the pilot run.  If we do a pilot run it is not at all going to be representative of the production batch given the small scale.  Also, the timing of 45 days for a pilot run is going to be pretty tight.  If we are willing to make the production batch on the risk of  not doing a pilot run can this portion be omitted?

RESPONSE:  The shortcoming of skipping the Pilot/Validation run is that if the material does not meet the specifications in the SOR, the production pools are wasted.  If the contractor is willing to take responsibility for wasting a production for failure to meet the final specification described in Attachment III Paragraph 8, then the change is acceptable because the change is at no cost to the government nor the change affects the requirement of the final product.

In such case, the contractor may combine the pilot/validation run with the production run.  Subsamples of the production pool will serve as pilot/validation run samples for testing.  The contractor shall still submit an ROA with results of the same specification set forth for the pilot/validation run.

2.     Consistent with the response to the question above, the statement of work is hereby amended as follows:

Statement of Work, SOR Supplement: Specification for Performance, Section 5, Pilot/Validation Run, is hereby amended to incorporate the following:

Alternatively, the pilot/validation run can be combined with the production run.  Subsamples of the production pool shall serve as pilot/validation run samples for testing.  In this case, the Contractor shall still submit an ROA with results of the same specification set forth for the pilot/validation run.  The contractor shall be solely responsible for the risk and the associated cost if the pilot/validation run fails to achieve the target set forth in the pilot/validation run, and therefore, the production pool must be discarded.

3.     The due date for quotation is hereby changed as follows:

DELETE: May 5, 2021 at 3:30 PM Eastern Time

ADD:       May 7, 2021 at 3:30 PM Eastern Time.
