The Bureau of Reclamation (Reclamation), Lower Colorado Dams Offices (Hoover, Davis and Parker Dams), has a requirement to update the existing Standing Operating Procedures (SOPs) for various divisions, offices, and specific areas and systems such as the Powerplant, Dam, switchyard and ancillary systems per Reclamation¿s, Regional, or specific Office's SOP formatting and content guidelines. The work will be to perform the research and verification necessary to create/update SOPs. The Contractor will review the materials provided, verify the operation of the equipment, perform research into the operation and maintenance of the equipment, and develop the individual sections of the SOP. All drawings and technical support information will be available for the Contractor's use. Specific work and work locations will be identified under individual Task Orders.
The work may include the following:
1) Baseline Services, including researching, documenting, and compiling information into a new SOP.
2) Baseline Services, including researching, documenting, and compiling information into an updated SOP.
3) Preparing, formatting, and submitting SOP.
4) SOP training.
This requirement will be advertised using simplified acquisition procedures under FAR Part 13, and is 100% set aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 561410, Document Preparation Services and is a small business size standard of $15.0M.
The Government anticipates awarding a single Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract for a five year ordering period, without options. As specific work is required, fixed price task orders will be awarded, based on the fixed rates established at the time of the IDIQ award. The estimated total contract value for the contract awarded will be NTE $1.7 Million, over the five year ordering period.
The Request for Quotation (RFQ), will be issued on or about July 11, 2018, with offers due between 20 and thirty (30) days after. No documents will be available until the RFQ is issued. The RFQ will only be issued electronically via www.FedBizOpps.gov (FBO). No hard copies of the RFQ will be available.
Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the RFQ, or visit the FBO website after issuance download the RFQ and any subsequent amendments. It is the responsibility of all interested parties to follow the link provided on the FBO website under Additional Info or to visit the FedConnect (www.fedconnect.net) website to search public opportunities under Reference Number 140R3018Q0002.
