About this opportunity

The Department of the Army Medical Command, through the Medical Readiness Contracting Office - Pacific, has issued a Special Notice announcing its intent to award a sole-source delivery order to Diagnostica Stago Inc. of Parsippany, NJ for coagulation instruments. The award will be made under Federal Supply Schedule contract 36F797-18-D0351 using the authority of FAR 8.405-6(a)(1)(i)(B). The requirement encompasses STA R Max and Compact Max coagulation instruments along with associated reagents, consumables, and services for hemostatic testing at Madigan Army Medical Center. The contract structure includes a base period and three option periods, spanning from October 1, 2025 through September 30, 2029. This procurement supports blood clotting disorder monitoring and anticoagulant therapy assessment capabilities for military medical operations.

The sole-source justification is based on the unique technical requirement that the coagulation instruments must integrate with the government-owned Roche Cobas 8100 Total Laboratory Automation system, which only Diagnostica Stago's instruments can accomplish. While this notice is not a request for quotes and no solicitation will be issued, interested parties who believe they can provide equivalent capabilities may submit supporting documentation demonstrating their qualifications by September 17, 2025 at 11:00 AM Pacific Time. Contractors must provide clear and convincing evidence of their ability to satisfy the integration requirements and serve as authorized service providers for hemostasis product lines compatible with the existing laboratory automation system. A previous sources sought notice posted in June 2025 yielded no alternative sources, reinforcing the sole-source approach. All submitted documentation will be retained for potential use in future acquisitions, though no responses are expected to change the current procurement strategy.
