About this opportunity

The Department of the Navy Naval Supply Systems Command seeks thermal spray services for 10 Ship Service Turbine Generator Lift Rods in support of Trident Submarines, with proposals due August 31, 2026 (extended by Amendment 0001 from August 26). This is a total small business set-aside on a firm fixed-price basis.

Place of performance is the contractor's facility within CONUS, with delivery to Trident Refit Facility Bangor, Shop 31D, Silverdale, Washington by October 23, 2026. The government will furnish the 10 lift rods (NSN 282501062931, Part Number 1664C11H01, unit cost $1,367.10 each) and ship them to the contractor within five workdays of award; the contractor bears return shipment cost and must provide tracking information within 72 hours of pickup.

Work includes pre-machining, surface preparation (pre-grinding), thermal spray application of ceramic coating (Metco 143) to the bushing seal area per NAVSEA T9074-AA-GIB-010/1687 and Engineering Memo 841/322M-11, and rough grinding coated rods to diameter 1.260"/1.261". The ceramic modification reduces steam leakage and eliminates galling. The contractor supplies all labor, tooling, facilities, equipment, consumables, hazardous materials, and PPE. Period of performance spans September 8 through October 23, 2026.

NAICS 332812, Metal Coating, Engraving, and Allied Services; PSC J020. Evaluation weighs technical capability (NAVSEA thermal spray certification per T9074-AA-GIB-010/1687 or prior MIL-STD-1687A certification), past performance, and price, with award to the lowest priced technically acceptable quote. Contractors must submit a Government Property Management System Plan per FAR 52.245-1, completed Contract Data Requirements List, and pricing substantiation. Two CDRLs are required: Conditions Found Report within three days of receipt, and Thermal Spray Record Form within five days of completion. Contracting Officer: Katie Lauer (katherine.e.lauer.civ@us.navy.mil); Contracting Officer Representative: Thomas Kruger (thomas.r.kruger2.civ@us.navy.mil).

Update #2 · Latest ·

Amendment 0001 posted 8/26/2026. Solicitation extended to 8/31/2026.

Trident Refit Facility, Bangor, WA (TRFB), in support of Trident Submarines, requires commercial Thermal Spray services. SSTG Lift Rods, when ordered are not thermal sprayed. EM 841/322M-11 allows repair/modification of Lift Rods by coating the bushing seal area with ceramic. The ceramic modification will allow a tighter clearance without galling so that steam leakage can be reduced and galling normally seen on these Lift Rods can be eliminated. Vendor will pre-machine as required to apply sufficient amount of thermal spray. Vendor will prepare surface (pre-grind) and apply thermal spray. Process IAW NAVSEA T9074-AA-GIB-010/1687 to (10EA) Lift Rods (provided by NAVIMFACPACNORWEST). Vendor will rough grind the coated Lift Rods to a rough diameter of 1.260”/1.261” IAW EM 841/322M-11.
