The services encompass the full spectrum of military cargo handling including containers, vehicles, breakbulk, and aircraft components, with operational tasks covering vessel, truck, and rail loading/discharging, port reception, cargo staging, warehousing, and documentation services. Contractors must demonstrate capability to operate 24/7 including holidays, provide physical security, maintain facilities and storage areas, and comply with local labor regulations while meeting stringent productivity requirements. The procurement seeks vendors capable of serving as registered agents in Gdansk and performing all services outlined in the Performance Work Statement using best commercial practices. Interested parties must submit completed Information Sheets and Market Research Surveys by 10:00 AM Central Time on September 24, 2025, to support USTRANSCOM's determination of the most suitable acquisition approach.

This opportunity is designated as "No Set-Aside Used," making it open to businesses of all sizes across all socioeconomic categories under NAICS code 488320 (Marine Cargo Handling). The anticipated contract structure is an Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a base performance period spanning five years from May 28, 2026, to May 27, 2031. No current incumbent contractors or specific award values are disclosed in the available documentation, as this Request for Information is focused on market research rather than solicitation commitments. The contract will support operations at the Military Operations Terminal operated by the 838th Transportation Battalion, requiring contractors to handle diverse military cargo types while maintaining operational security and meeting complex logistical requirements. Survey responses are limited to five pages and must address eleven detailed questions covering vendor qualifications, operational readiness, and experience with similar foreign commercial contracts.
