The contract renewal will provide NRL scientists and engineers continued dual access to Springer Nature's online library platform and the NRL's TOPREDO platform. Springer Nature must deliver all subscribed content and quarterly usage reports, as well as an annual price list update. As Springer Nature holds the exclusive copyright, the Department of the Navy intends to make this a sole source award at its discretion, though responses from other sources demonstrating ability to meet requirements will be considered. The notice establishes a 15-day response window for interested contractors to notify the Contracting Officer of their capabilities.

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with Springer Nature Publishing in accordance with FAR 6.302-1 for the award of Springer Nature Online Library Platform Subscription. This is the renewal of annual subscription to which Springer Nature Publishing holds the copyright to the information. These are intellectual property rights which can only be provided by Springer Nature Publishing.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
