About this opportunity
The Defense Logistics Agency Land and Maritime seeks quotations for Spring Hatch components and associated technical data packages for Navy shipboard systems, with proposals due June 25. Place of performance and delivery are at Portsmouth Naval Shipyard, Kittery, Maine.
The procurement covers two Spring Hatch units (NIINs PNTDP0165 and PNTDP0166) manufactured to NAVSEA drawing 7106789 and ASTM-B196 C17200 specifications. Both components are designated Special Emphasis Material, Level 1, due to potential for serious personnel injury, loss of life, or loss of vital shipboard systems upon failure. Contractors must maintain strict configuration control, material traceability (retained for six years), and comply with ISO-10012 and ANSI-Z540.3 calibration standards; MIL-I-45208 or MIL-STD-45662 are acceptable alternatives. All waivers and deviations require Contracting Officer approval. Final inspection mandates zero-defect lot acceptance sampling with 100% inspection of Quality Objective Evidence and test certifications for completeness and legibility. Contractors and personnel with access to technical specifications must execute a Security Agreement for the Protection of Naval Nuclear Propulsion Information, prohibiting external transmission of materials and mandating secure storage and return of all documents upon contract completion.
Deliverables include an Inspection and Test Plan and a Certification/Data Report with Special Emphasis Certificate of Compliance, each submitted under separate shipment numbers to Portsmouth Naval Shipyard for review and approval prior to material shipment. Delivery is within 180 calendar days from award. Inspection occurs at DCMA Naval Special Emphasis Ops, Philadelphia, Pennsylvania; acceptance is at the receiving location. The contract incorporates FAR and DFARS clauses, Buy American provisions, and Supplier Performance Risk System evaluations. Payment uses Wide Area Workflow electronic invoicing with Net 30 terms following material acceptance. This is a Defense Priorities and Allocations System rated order. NAICS 336611; PSC 5360.
