About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking industry participation for a Reverse Industry Day event focused on understanding how contractors use artificial intelligence in government proposal generation. Rather than procuring goods or services, this Request for Information seeks up to three contractors to serve as panelists sharing their experiences and approaches to incorporating AI tools throughout the proposal development process. Key objectives include improving the Government's understanding of AI tools, prompt creation methodologies, and how solicitations can better accommodate AI-driven proposal strategies. Evaluation criteria will focus on the relevance and diversity of topics submitted, with potential presentation areas including AI evaluation methods, confirmation bias mitigation, data protection controls, and recommendations for improving solicitation language. The submission deadline is March 25, 2026, with presentations scheduled for on or around April 21, 2026, at Fort Eustis, Virginia.
This opportunity carries no set-aside designation and involves no monetary award or procurement budget. No incumbent contractors or current contract values are identified in this pre-solicitation notice. The event will accommodate up to three individual panelists, each delivering presentations of approximately 30-45 minutes followed by 15-20 minutes for questions. Interested contractors must submit a one-page or less summary of their proposed presentation topic(s) by the March 25, 2026 deadline to Ms. Anna Taylor at arianna.m.taylor4.civ@army.mil. This Reverse Industry Day represents a collaborative engagement between the Government and industry to facilitate knowledge-sharing rather than a traditional competitive procurement process.

REQUEST FOR INFORMATION
We are seeking participation for the Spring 2026 Reverse Industry Day “Understanding Industry’s Use of AI in Approaching Government Solicitations” taking place on or around 21 April 2026, at Fort Eustis, VA. Participation is requested for up to three (3) contractors, on individual panels, concerning their experiences using AI in proposal generation. The Government is interested in diverse perspectives at this event centered around hearing industry leaders’ experiences on their current and planned approaches to incorporating artificial intelligence (AI) tools and techniques in the entire proposal process.
The Government is asking for industry to showcase how AI tools are being used to create proposals in response to solicitations. Presentations will be in person at Fort Eustis, VA and approximately 30-45 minutes in length with 15-20 minutes for questions. The goal of these panels is aimed at improving the Government’s understanding of AI tools and prompt creation in the solicitation process. The Government will select up to three (3) contractors to participate in this event based upon the topics offered in response to this RFI.
A few potential example topics for the panels are:
- How are Government contract opportunities evaluated differently with AI tools versus without?
- How does industry combat confirmation bias created in their AI generated proposals? How do you 1-scrutinize your proposals to confirm that false claims about abilities are not made while also 2-producing the most favorable proposals?
- How can the Government create solicitations that work with industry’s usage of AI tools? What elements of current solicitations have made it difficult to use new AI technology?
- What controls are put in place to protect sensitive data? How is industry protecting proprietary data while using AI tools?
If you wish to be considered for participation, please submit a brief one page or less summary of one or more topic(s) you would like to present no later than 25 March 2026 at 5:00PM EST to Ms. Anna Taylor at arianna.m.taylor4.civ@army.mil.
*Attendance is at no cost to the Government or contractors.*
