About this opportunity
The United States Army Contracting Command Detroit Arsenal (ACC-DTA) is soliciting a Firm-Fixed Price contract for the procurement of Spotting Instruments (NSN 6650-01-549-5838, part number 13016120), which are optical instruments classified under PSC 6650. The solicitation requires offerors to obtain Joint Certification Program (JCP) certification under the U.S./Canada Joint Certification Program and request access to the export-controlled Technical Data Package (TDP) via SAM.gov prior to proposal submission. Key contract requirements include compliance with military-level preservation and packing standards per MIL-STD-2073-1, first article testing with five units provided for validation within 300 calendar days, and comprehensive quality assurance provisions. Evaluation criteria prioritize price over delivery schedule, with proposals assessed on technical compliance and cost reasonableness. The original proposal deadline of April 13, 2026 has been superseded by Amendment 0005, issued on April 14, 2026, which cancels the entire solicitation (W912CH-24-R-0042) due to a change in requirements and acquisition strategy; interested parties should direct all questions in writing to Contract Specialist Richard Hall at richard.g.hall64.civ@army.mil.
This solicitation is designated as a 100% Small Business set-aside per FAR Clause 52.219-6, with no incumbent contractors identified. The basic contract calls for 178 units of the spotting instrument with a 100% unexercised option for an additional 178 units at the same unit price, representing a total potential quantity of 356 units. Delivery of the basic quantity is required within 420 calendar days after contract award if first article testing is required, or 150 calendar days if FAT is waived; the option quantity must be delivered within 150 days of award. Delivery is FOB destination to the Army General Supply Central Receiving Point in Anniston, Alabama. The contract requires a minimum 120-calendar-day acceptance period, and all proposals must be submitted in English and U.S. dollars; however, prospective offerors should note that as of April 14, 2026, this solicitation has been canceled and no longer accepts proposals.
