About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) is seeking contractors to establish a 5-year Blanket Purchase Agreement for the procurement of pesticides to control Spotted Lanternfly infestations across multiple states. The contract will provide approved insecticides including Dinotefuran, Bifenthrin, Beta-cyfluthrin, and Beauveria bassiana, as well as herbicides including Triclopyr and Glyphosate for application in New Jersey, Delaware, Pennsylvania, Virginia, Maryland, and West Virginia, with potential expansion to other states as needed. Contractors must be capable of storing chemicals, shipping to multiple locations, and ensuring products are compatible with backpack sprayers, mister/foggers, and hydraulic/spray guns. Proposals will be evaluated based on price, past performance, and technical merits, with the government adding option prices to basic requirements for award purposes. Questions must be submitted by July 20, 2025 at 5:00 PM EST, and proposals are due by July 21, 2025 at 5:00 PM EST with a maximum page limit of 50 pages.
This procurement is designated as a Total Small Business set-aside opportunity, restricting participation to qualified small business contractors. The Blanket Purchase Agreement has a total value of up to $4 million over the 5-year performance period, with individual call orders potentially ranging from micro-purchases up to $250,000 depending on specific needs and competitive pricing considerations. The contract will allow USDA personnel to issue orders through contracting officers or P-Card holders as pesticide application needs arise across the affected states. Performance will be managed from Wilmington, North Carolina, though the actual pesticide applications and deliveries will occur throughout the designated states experiencing Spotted Lanternfly infestations. The solicitation does not identify any current incumbents or existing contractors for this particular pesticide procurement program.
