About this file

This is a Request for Proposal (RFP) for a Blanket Purchase Agreement (BPA) from the USDA Animal and Plant Health Inspection Service (APHIS) for pesticide procurement to control the Spotted Lanternfly (SLF) in multiple states. The 5-year BPA, valued up to $4 million, will cover approved insecticides (Dinotefuran, Bifenthrin, Beta-cyfluthrin, Beauveria bassiana) and herbicides (Triclopyr, Glyphosate) for application in New Jersey, Delaware, Pennsylvania, Virginia, Maryland, and West Virginia, with potential expansion to other states.

The solicitation requires vendors to submit proposals by July 21, 2025, with a 50-page maximum, and offers will be evaluated on price, past performance, and technical merits. Pesticide vendors must be able to store chemicals, ship to multiple locations, and ensure products are compatible with backpack sprayers, mister/foggers, and hydraulic/spray guns. The contract will allow USDA to issue individual call orders through contracting officers or P-Card holders, with orders potentially ranging from micro-purchases to $250,000, subject to competitive pricing and performance considerations.

1.0 STATEMENT OF WORK FOR SPOTTED LANTERN FLY (SLF) TREATMENT

1.1 Scope

United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) program safeguards U.S. agriculture and natural resources against the entry, establishment, and spread of economically and environmentally significant pests, and facilitates the safe trade of agricultural products.

The Spotted Lanternfly (SLF) Program is looking to make available pesticides for the control of Spotted Lanternfly in affected states. Below outlines the pesticides approved for use in the spotted lanternfly program that would be subject to purchase and the application methods used to apply these pesticides.

The USDA is seeking the ability to purchase approved herbicides and insecticides for application in the following states: New Jersey (NJ), Delaware (DE), Pennsylvania (PA), Virginia (VA), Maryland (MD), and West Virginia (WV). It is anticipated that SLF pesticide purchases may be necessary in other states as well.

Below is a list of approved pesticides to be purchased from vendor for the SLF Program.

The approved insecticides:

• Dinotefuran

• Bifenthrin

• Beta-cyfluthrin

• Beauveria bassiana

The approved herbicides:

• Triclopyr

Below are the application methods the program intends to use with the approved pesticides. Application methods are according to label directions and may be supplemented by specific SOPs developed by the SLF Program.

Bark spray will be conducted with the following insecticide at the maximum labeled rate.

• Dinotefuran

Trunk Injection application of the following insecticides applied at 2 mL per diameter inch of tree.

• Dinotefuran

Contact Spray application of the following insecticides applied at the maximum labeled rate. These insecticides must be able to be used in backpack sprayers, mister/foggers, and hydraulic/spray guns.

• Beta-cyfluthrin

• Bifenthrin

• Beauveria bassiana

Below are the application methods the program intends to use with the following herbicides.

Foliar Spray application of following herbicide.

• Triclopyr

Bark Spray application of following herbicide.

• Triclopyr

Hack and Squirt application of following herbicides.

• Triclopyr

Beta-cyfluthrin Tempo WSP, Tempo SC Ultra 10%, 11.8% 50 g, 240 mL, 900 mL

Beauveria bassiana Botanigard ES, Botanigard 22 WSP 11.3%, 22% 1 gallon, 1 lbs.

If there is a need to request a pesticide that is not currently approved under these existing treatments please submit:

• A copy of the EPA label and SDS

• Application method being proposed

• Any relevant Information sheets and university extension publications demonstrating control, longevity and efficacy

• Any studies demonstrating activity and control of the pesticide against spotted lanternfly/tree of heaven.

• Any other relevant information.

Chemicals not currently approved will be reviewed by the SLF program. Safety and environmental considerations will be accounted for as well as ease of use and application method requirements when deciding on use of pesticides not currently approved.

Because of the program’s limitations for storing chemicals, vendors must be able to hold purchased chemicals in storage and ship as needed. Vendors must be able to ship to multiple locations. Products that cannot be used with any of the following backpack sprayers, mister/foggers, and hydraulic/spray guns will not be considered by the program.

Estimated number of trees for each treatment season is unknown at this time. Last year the USDA, through contractors, treated 1.375 million trees at an average six-inch DBH, or 110,000 acres. USDA does not anticipate treating the same quantity as the contractors did at this time. The quantities are estimates only and are not guaranteed. There is no minimum order.

1.2 Type of Contract

This is a Blanket Purchase Agreement (BPA) with a limit of $4million throughout the life of the BPA. Supplies will be ordered through the issuance of individual Call Orders (orders) as the requirements of the USDA dictate. Each order will include the specific chemical/pesticide, quantities, and delivery location. Order pricing will be provided in a fair opportunity competitive quote for all orders above the Micro-Purchase Threshold. Call Orders shall be issued by a warranted USDA Contracting Officer or a USDA P-Card holder via email.

The line-item quantities listed in the Pricing Schedule are estimates for evaluation purposes only and are not intended to convey either a minimum or maximum quantity that will be ordered by the Government.

1.3 Period of Performance

Award (estimated July 27, 2025) through five (5) years (estimated July 26, 2030).

2.0 Minimum Specifications and Performance Requirements

The Vendor shall supply complete product specifications applicable to treatment/application method along with the EPA label and SDS. All chemicals shall be compliant with EPA and local regulations and be specified for the various application methods as described in 1.3 scope.

Because of the program’s limitations for storing chemicals, vendors must be able to hold purchased chemicals in storage and ship as needed. Vendors must be able to ship to multiple locations. Products MUST be able to be used with one or more of the following: backpack sprayers, mister/foggers, and hydraulic/spray guns will not be considered by the program.

2.1 Delivery

3.0 Contract Administration

3.1 Call Orders

Orders will be issued against BPAs on a firm- fixed price basis at the quoted price.

Orders may be placed by a warranted USDA contracting officer or by a USDA P-Card holder up to their limit through email.

3.2 Competitive Process for Placing Orders

Orders will be competitively awarded based on price and favorable past performance. The Government reserves the right to award an order non-competitively based on proper justification identifying past performance, preference, and price considerations.

The following procedures will be followed in issuing orders under multiple award BPAs.

3.2.1 Awardees will be provided a fair opportunity to be considered for each Order exceeding the micro-purchase threshold of $10,000.

The value of an order is considered the total price for all required ammunition in a single order to a single location. Individual orders shall clearly describe all supplies to be delivered and the delivery location. Orders shall be within the scope, issued within the period of performance, and be within the maximum value of the

BPA.

3.2.2 Orders valued between $10,000 and $250,000

For Orders valued within this range, the contracting officer will contact each of the multiple awardees and request a quote (RFQ) for the required ammunition before selecting an awardee.

The contracting officer will consider the following information:

(1) Firm fixed prices provided in the awardee’s response to the RFQ

(2) Past performance on earlier orders under the BPA, including quality and timeliness.

(3) Delivery capability

(4) Other considerations as appropriate.

3.2.3 Orders valued in excess of $250,000

At the time of the award of the BPA Call Orders may not be placed above $250,000 for a single delivery/requirement. FAR 13.303 allows for agencies to exceed the simplified acquisition threshold through internal authorized deviations. At the time of the award such deviation has not been obtained.

USDA reserves the right to place orders greater than $250,000 if such deviation is approved by the MASCO.

3.3 Placement of Orders

All Orders will be issued via email by a warranted Contracting Officer or a USDA P-Card holder.

The vendor shall provide the products under this BPA only as directed in the Orders.

3.4 Ordering Authority

Orders under the micro-purchase threshold may be placed by a USDA warranted P-Card holder up to their limit. Orders placed by a P-Card holder must be paid with their P-Card and notice of the award must be provided to the Contracting Specialist.

USDA APHIS Contracting Officers may place orders up to their warrant and within the limits of the contract Min/Max as established in the contract clauses. Orders placed by Contracting Officer shall follow the fair opportunity ordering process detailed in section 3.2 above.

3.5 Invoicing

USDA uses the Invoice Processing Platform (IPP) for electronic submission and tracking of purchase orders, invoices, and payment information to its suppliers of goods and services: Enroll at https://ipp.gov. The IPP is a government-wide secure web-based invoice processing service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).

Contractors must submit invoices and attach all supporting documentation as required. Supporting documentation includes, number and type of ammunition delivered, Oder number, and company information.

The IPP Approver will review the supporting documents before approving invoices in IPP, if supporting documentation is not provided the invoice will be rejected. IPP will issue a notification to contractor that they must submit supporting documentation and resubmit the invoice. See FAR 52.232-33.

Invoicing for orders placed by P-Card holder, please see FAR 52.232-36. The same supporting documentation and invoice stated above will be required by the P-Card Holder.
