About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC) at Joint Base San Antonio is conducting a Request for Information (RFI) to identify unified data platform solutions capable of delivering integrated security and observability capabilities as alternatives to or in support of Splunk licenses. The government is seeking systems that provide advanced Security Information and Event Management (SIEM) functionality, including three core capability areas: Security Monitoring and Compliance, Threat Intelligence and Analysis, and Incident Response and Reporting. All proposed solutions must comply with DoD Chief Information Officer DevSecOps Reference Design standards, which include Zero Trust Network Access, containerization through Helm charts, API integration, Keycloak support for user management, administrative audit logging, Single Sign-On authentication via Common Access Card or External Certification Authority, and comprehensive training and support resources. This RFI is strictly for market research and planning purposes; no contract will be awarded and no payment will be made for submitted information. Responses must be submitted by April 30, 2026, at 0800 CST via email to Contracting Officer Mrs. Karin Werner and Program Manager Mr. Christopher Olvera, and should include contract vehicle information, CAGE code, DUNS number, and optional pricing data.

No set-aside designations have been applied to this procurement opportunity. The incumbent system employs Splunk's platform to support Joint Cyber Warfighting Architecture (JCWA) systems across Department of Defense operations in both Unclassified and High-side environments. The RFI does not specify an award value, budget range, or anticipated contract timeline, as this is purely an information-gathering exercise to assess market alternatives and capabilities. Respondents are encouraged to provide comprehensive information about their proposed solutions' technical specifications and compliance with required standards, though pricing data remains optional at this stage. The RFI is classified under NAICS 541519 (Other Computer Related Services) and PSC 7A20 (IT and Telecom - Application Development Software for Perpetual License Software).
