Place of performance is Norfolk, Virginia, with training delivery at up to 41 CONUS locations and 18 OCONUS locations. The contract covers two course types: a 40-hour, 5-day FRT curriculum and a 24-hour, 3-day FRT curriculum, with estimated annual demand of 35 convenings of the 5-day course and 25 convenings of the 3-day course. Classes are held Monday through Friday, 0800–1600, with maximum 40 students per class. Instructors must hold either a four-year baccalaureate degree plus five years' emergency response management experience involving on-water oil or hazardous material spill response; a two-year associate degree plus seven years' related experience; or ten years' direct experience in emergency response management. All instructors must have minimum three years' formal instructional experience including on-water spill response drills and five years' managing emergency response personnel or working within an Incident Command System. Students must achieve a minimum 70% passing score and cannot miss more than 20% of course hours.
The contract ceiling is $19 million over the ordering period of April 1, 2027, through March 31, 2032 (base period), with an FAR 52.217-8 option to extend through September 30, 2032. Minimum order is $1,000; maximum order per procurement is $4,970,419.56. Government-estimated travel costs are $2,225,464.16 for the base period and $269,615.53 for the option period. Labor category is Instructor at GS-12 equivalent, $45.14 hourly plus $17.38 fringe. The NAICS code is 541620 (Environmental Consulting Services); PSC is U099 (Education/Training–Other). Solicitation procedures are FAR Part 12 commercial item. Evaluation prioritizes Non-Price Quote significantly above Price, with Technical Approach more important than Past Performance. The contract is subject to Service Contract Labor Standards and prevailing wage determinations.
