The Bureau of Indian Education, Department of the Interior, seeks speech language therapy services at Mariano Lake Community School in Crownpoint, New Mexico, with proposals due May 29, 2026. The procurement is a 100% Total Small Business set-aside, foreclosing competition outside that pool.
Place of performance is Crownpoint, New Mexico. The contractor must hold New Mexico state certification or licensure in speech therapy with current documentation, accreditation through ASHA or equivalent, and must provide culturally sensitive services to Native American populations. The contract will be awarded as a Labor Hour purchase order covering a base year of August 1, 2026 through July 31, 2027, with two optional years extending through July 31, 2029. Services are provided to up to 12 students with disabilities. The estimated labor requirement is 304 hours annually, structured as one session per week at 8 hours per day over 38 weeks. Contractor must provide comprehensive evaluations, re-evaluations, and specialized related services documented in individually designed educational plans. Monthly invoices with detailed service descriptions must be submitted to Mariano Lake Community School Business Office and ESS program, along with weekly or bi-weekly service logs, quarterly progress reports, and IEP documentation. The contractor must complete Bureau of Indian Education IMT requirements and security clearance screening. Offerors must register in SAM.gov, submit the Indian Economic Enterprise Representation Form, provide a technical volume (maximum 10 pages) with key personnel resumes demonstrating speech therapy experience, and submit a price volume with all-inclusive labor rate remaining effective 120 days post-solicitation closure.
