About this opportunity
The Department of Commerce Office of the Secretary is seeking spectrum valuation services through this Request for Information (RFI) issued on April 1, 2026, to support the Office of Spectrum Management. The Government requires expertise in developing spectrum valuation models and determining the economic value of spectrum used by federal entities in frequency band increments of no more than 100 megahertz. Respondents must demonstrate experience valuing spectrum for both commercial and public-sector applications, articulate previous approaches to public-sector spectrum valuation that account for non-economic societal benefits, explain how prior methodologies addressed regulatory constraints and radio signal propagation characteristics, and identify relevant data sources for inferring economic value. Additionally, vendors must showcase capabilities in developing models that consider taxpayer investments, federal system missions spanning homeland defense, aviation safety, weather forecasting, space exploration, public safety, and economic growth, as well as intangible political and societal benefits. Responses to this RFI must be submitted by April 15, 2026, at 2:00 p.m. EST through the designated form only, with no direct contact to government points of contact permitted.
This is a pre-solicitation market research initiative with no set-aside designation, and no current incumbent or contractor information has been disclosed. The RFI does not constitute a formal solicitation and carries no obligation for the Government to issue subsequent contracts or awards based on the responses received. The procurement anticipates a biennial reporting structure, with the final report due no later than June 30, 2034, indicating a multi-year engagement timeline. The Government may employ innovative acquisition strategies including phased evaluation, advisory down-select, and oral presentations in any future formal solicitation. No specific contract value or budget range has been disclosed in this pre-solicitation notice, as responses will be used exclusively for market research purposes to inform the development of future public solicitations.
