About this file
This is a Request for Information (RFI) issued by the Department of Commerce Shared Services Procurement Office on April 1, 2026, regarding spectrum valuation services for the Office of Spectrum Management. Pursuant to Section 40002(f)2 of the One Big Beautiful Bill Act, the Government seeks expertise in formulating spectrum model(s) and establishing the value of spectrum used by Federal entities. The valuation must be conducted in frequency bands in increments of not more than 100 megahertz and will culminate in a series of biennial reports, with the final report due no later than June 30, 2034. The Government plans to issue an open market solicitation resulting in an award, potentially employing innovative acquisition strategies including phased evaluation, advisory down-select, and oral presentations. Responses are due by April 15, 2026, at 2:00 p.m. EST.
Respondents must address four primary technical questions: (1) experience valuing spectrum for commercial and public-sector usage; (2) previous approaches to public-sector spectrum valuation, including consideration of non-economic societal benefits; (3) how previous approaches accounted for regulatory constraints, radio signal propagation characteristics, and frequency allocations; and (4) data sources and usage data types applicable to inferring economic value. Additionally, respondents must describe capabilities in developing models for public-sector spectrum value—considering taxpayer investments, federal system missions (homeland defense, aviation safety, weather forecasting, space exploration, public safety, economic growth), and intangible political and societal benefits—and demonstrate familiarity with federal spectrum usage across homeland defense, satellite systems, passive sensing, radars, aviation, maritime systems, and terrestrial communications. Vendor information including company details, DUNS, CAGE Code, NAICS, small business status, and existing government contracts must be provided. This RFI is for market research purposes only; no proposals will be accepted or awards made as a result, and responses will not be shared outside Government but may inform future public solicitation development.

(Insert Respondent Name) Response to NTIA Office of Spectrum Management Spectrum Valuation RFI
Pursuant to Section 40002(f)2 of the One Big Beautiful Bill Act, the Government is seeking expertise in formulating spectrum model(s) and carrying out a process to establish the value of spectrum used by Federal entities. This process will culminate in a series of biennial reports, the last of which is to be published no later than June 30, 2034. The valuation must be carried out in bands of frequencies in increments of not more than 100 megahertz.
The government is seeking industry feedback and comments on the scope and methodologies to be employed in ascertaining the value of federal spectrum. The anticipated strategy for this acquisition is an open market solicitation resulting in an award.
The Department of Commerce requests the following information to be included in responses to this RFI:
1. Describe your experience with valuing spectrum for commercial as well as public-sector usage, if applicable.
2. Describe a previous approach to a public-sector spectrum valuation and the key factors that were used in that approach that need to be considered. Can and should factors such as non-economic societal benefits be included in assessing the value of spectrum?
3. Describe how a previously proposed approach to spectrum valuation accounted for variables such as different regulatory constraints, radio signal propagation characteristics in different frequency ranges, and frequency allocations.
4. Describe what data you would use in performing this task and any challenges you anticipate in acquiring data. What types of usage data (such as wireless traffic, subscribers or users) can be utilized to infer economic value?
In addition, please describe the following capabilities of your business, your organization, or yourself, as applicable:
• Development of a Model for Public-Sector Spectrum Value. Describe any experience developing or refining a model for ascertaining the value of spectrum to public-sector entities, including considering taxpayer investments; the missions of federal systems used for homeland defense, aviation safety, weather forecasting, space exploration, public safety and economic growth;
intangible political and societal benefits from effective federal spectrum use; and consideration of worldwide deployment of some of those federal systems.
• Familiarity with Federal Spectrum Usage. Describe your knowledge of, or experience with, the broad scope and scale of spectrum-dependent systems and their uses by Federal Government agencies. Include any experience or knowledge of spectrum requirements and uses by homeland defense, satellite systems, passive sensing systems, radars, aviation and maritime systems and terrestrial communications systems.
