About this opportunity
The U.S. Geological Survey (USGS) is seeking to procure 7 in-situ spectrophotometer systems and accessories for water quality measurement in river applications through solicitation 140G0125Q0051. The spectrophotometers must include stainless steel or titanium waterproof housing, capable of measuring parameters such as total organic carbon, dissolved organic carbon, total suspended sediments, turbidity, and nitrate. The systems require specific technical capabilities including a 5mm optical pathlength, 8GB storage, SDI-12/RS-485 communication protocols, and Bluetooth/WLAN connectivity. Vendors must submit quotes via email to jwalsh@usgs.gov by February 18, 2025, at 8:00 AM EST, with an anticipated award date of February 15, 2025. The evaluation will be based on the lowest-priced technically acceptable offer, and all potential vendors must be registered in SAM.gov.
The solicitation was originally a total small business set-aside under NAICS code 334513 with a size standard of 750 employees, though Amendment 0002 changed it to an unrestricted competition with a HUBZone price evaluation preference. The spectrophotometer systems will be delivered to the USGS Northeast Area in Troy, NY within 30 days after receipt of order. Each system must include operating system licenses, power supply modules, automatic wiper brushes, and compatible software. The systems require specific technical specifications, including a 220-700nm light attenuation range, 10Hz measurement capability, and factory calibration. Vendors must also comply with ICT Accessibility Requirements and FISMA IT Security Guidelines, ensuring the systems meet federal technological and security standards.
