About this opportunity

The Department of the Air Force Academy seeks one spectrofluorometer system including core instrument, solid sample holder kit, water-thermostatted cell holder, water pump, desktop PC with software, on-site installation, and familiarization training, with proposals due July 29, 2026 at 10:00 AM MDT. This is a 100% Total Small Business Set-Aside under NAICS 334516 (Analytical Laboratory Instrument Manufacturing), foreclosing competition outside the small business pool.

Place of performance is the Air Force Academy, Colorado Springs, Colorado. The system must meet detailed salient characteristics specified in Attachment 1, including a Xenon flash lamp pulsing at 80 Hz or faster, operational wavelength range of 200 nm to 900 nm, signal-to-noise ratio exceeding 4,000:1 RMS at 350 nm excitation and 1,400:1 RMS at 500 nm excitation, wavelength accuracy of 0.5 nm or better, maximum scanning speeds of at least 24,000 nm/min, software-selectable spectral bandwidth from 1.5 nm to 20 nm, high-performance photomultiplier tube detectors with enhanced sensitivity above 700 nm, and data collection rates up to 4,800 points per minute. An automated, software-controlled filter wheel capable of dynamically changing excitation and emission filters without user intervention is mandatory. The system must include a minimum 12-month standard commercial warranty from acceptance. Delivery is FOB Destination with estimated lead time of 30–60 days after order receipt. Quotes must be firm-fixed-price, valid through September 30, 2026, submitted in three volumes (Technical Capability maximum 10 pages, Past Performance maximum 3 pages, Price & Administrative including completed Buy American Certificate and SAM.gov verification). Evaluation uses a best-value trade-off approach: Technical Capability (Outstanding/Acceptable/Unacceptable against salient characteristics) and Past Performance (assessed on recency and relevancy) combined approximately equal Price (evaluated for reasonableness under streamlined commercial procedures). Questions deadline is July 27 at 10:00 AM MDT. Contracting Officer is Ronald Wilson (ronald.wilson.26@us.af.mil); secondary contact is Mikayla Brandt (mikayla.brandt@us.af.mil). Amendment 1 was uploaded July 22.
