Addendum to FAR 52.212-2: Evaluation

Factor 1: Technical Capability The Government will evaluate the offeror’s technical quote to determine the extent to which it meets or exceeds the mandatory requirements specified in Attachment 1 - Salient Characteristics. The evaluation will focus strictly on the technical literature, product specifications, and warranty terms provided in the quote. The Government will assign one of the following adjectival ratings:

• Outstanding: Quote meets all salient characteristics and proposes enhancements or performance parameters that significantly exceed minimum requirements in a way that provides exceptional benefit to the Government.

• Acceptable: Quote clearly meets all minimum salient characteristics outlined in Attachment 1.

• Unacceptable: Quote fails to meet one or more of the minimum salient characteristics, or lacks sufficient technical detail for the Government to make a determination.

Factor 2: Past Performance The Government will evaluate the offeror's past performance to assess the probability of successful delivery and support of the Spectrofluorometer System. The Government will evaluate past performance based on Recency and Relevancy.

• Recency: Contracts or orders completed within the last three (3) years from the issuance date of this solicitation.

• Relevancy: Contracts or orders for the same or similar complex scientific optical instrumentation (e.g., fluorimeters, spectrometers) provided to government or commercial entities.

Performance Confidence Assessment: Based on the recency, relevancy, and quality of past performance (gathered from CPARS or offeror-provided references and the contractor's Supplier Performance Risk System (SPRS) score), the Government will assign a confidence rating of Substantial Confidence, Satisfactory Confidence, Neutral Confidence (if no record exists), or Limited/No Confidence.

Factor 3: Price Price will not be numerically scored, but will be evaluated to ensure it is fair and reasonable using the streamlined commercial price evaluation procedures authorized under FAR Overhaul Part 12. The Government will establish price reasonableness by comparing proposed prices to competitive quotes received, historical prices paid for similar commercial items, or published commercial price lists. The evaluated price will include the complete Spectrofluorometer System, standard commercial warranty, and delivery/shipping costs.

Basis for Award Award will be made to the responsible offeror whose quote represents the best value to the Government. Technical Capability and Past Performance, when combined, are approximately equal to Price.
