About this opportunity

The Department of Health and Human Services Office of the Assistant Secretary for Administration seeks specialized legal recruiting services to place attorneys in health law, life sciences, healthcare-regulatory, and related practice areas, with proposals due September 22, 2026 at 12:00 PM Eastern Time. This is an unrestricted (non-set-aside) firm-fixed-price purchase order under FAR Part 12.

Place of performance is the contractor's location with virtual coordination; no HHS facility access, background investigations, or HHS identification cards are required. Work spans a base period of 12 months (September 30, 2026 through September 29, 2027) plus four optional 12-month periods. The contractor must identify candidates with expertise in Medicare/Medicaid/CHIP laws, drug pricing and the 340B program, ACA requirements, healthcare fraud and abuse laws, HIPAA and health information governance, health IT and emerging technologies, and complex federal litigation. The contractor must provide at least two senior recruiters with a minimum of five years of experience placing attorneys in health law, life sciences, or healthcare-regulatory practice areas; these recruiters need not be full-time if referral timelines and quality levels are met. No U.S. citizenship requirement applies, though contractor personnel must meet standard employment eligibility requirements.

The Government guarantees minimum base-period payment of $205,392, equivalent to two successfully-placed GS-15 positions and one SES position; this minimum does not carry over to option periods. Payment is milestone-based: 40% of the fixed unit price upon candidate entry on duty with Contracting Officer's Representative acceptance, and 60% after the candidate remains employed for 30 continuous days post-entry. If a hired candidate voluntarily leaves within one year for non-Government reasons, the contractor shall perform one replacement search at no additional charge (or six months for Option Year 4).

Evaluation factors in descending importance are Technical Approach, Specialized Legal Recruiting Experience, Past Performance, and Price. Amendment 0001 was effective September 9, 2026, revising Section M.6.2 and providing responses to questions received through September 14, 2026 at 12:00 PM Eastern Time. NAICS code 561311, small business size standard $34 million.
