About this opportunity
The Department of the Air Force Air Education and Training Command is conducting market research to identify sources capable of providing specialized test pilot and flight test engineer training, with responses due by October 8, 2026; this is a Sources Sought notice for planning purposes only and does not constitute a commitment to issue a solicitation. The 338th Enterprise Sourcing Squadron and the US Air Force Security Assistance Training squadron seek comprehensive flight test curricula including long-course professional test pilot programs (EASA Cat 1/Cat 2, NATO STANAG 4578 / SETP-compliant), performance and flying qualities testing, systems testing, UAV/unmanned systems testing, and modular short courses such as UPRT, spin training, OT&E, NVG/HMD, and crew resource management.
Performance occurs in CONUS. Respondents must demonstrate mandatory institutional accreditations: collegiate accreditation by a U.S. Department of Education-recognized agency, ABET accreditation for a relevant Master of Science program, EASA Approved Training Organization status for flight-test training, and active FAA Air Agency Certificate under 14 CFR Part 141. The anticipated requirement involves 10–15 students annually, 10 training iterations annually, integrated live-fly and synthetic simulation environment, and a 5-year period of performance beginning October 1, 2027. Capability statements must not exceed 10 pages (excluding cover page and attachments) and address company information, technical capability and past performance, acquisition and market feedback, teaming arrangements, and responses to five industry questions concerning single-prime feasibility, commercial availability, competitive restrictions, small-business participation, and regulatory or operational risks. Responses structured into functional tracks—comprehensive graduate curriculum, unmanned/RPA systems, and modular short courses—must be submitted electronically by October 8, 2026 at 12:00 p.m. CDT. Questions deadline is September 23, 2026 at 12:00 p.m. CDT.
