Sources Sought Notice Summary

This is a Sources Sought Notice (FA3002-26-R-0089) issued by the Department of War for market research on specialized flight test and evaluation training services in support of the US Air Force Security Assistance Training (AFSAT) squadron. The notice is posted on 8 September 2026 with a response deadline of 8 October 2026 at 12:00 p.m. CDT. This is a market research effort only and does not constitute a solicitation, commitment, or promise to issue a future solicitation. The Government will not reimburse response preparation costs. The NAICS code is 611512 (Flight Training) and the PSC is U006 (Education/Training - Vocational/Technical), with performance to be located in CONUS.

The Government seeks test pilot training services including flight instruction, ground-school courseware, instructor pilots, aircraft, simulators, training facilities, student scheduling and administration, and associated support services. Interested parties must demonstrate capability to provide 12 distinct course offerings across three categories: five professional-level courses (ranging from 20 to 50 weeks), one unmanned systems course, and six short and specialized courses. Mandatory institutional accreditations include collegiate accreditation by a U.S. Department of Education-recognized agency, ABET accreditation for a relevant Master of Science program, EASA Approved Training Organization (ATO) status for flight-test training, and an active FAA Air Agency Certificate under 14 CFR Part 141. The anticipated requirement involves 10–15 students annually, 10 training iterations annually, an integrated live-fly and synthetic simulation environment, a 5-year period of performance, and an anticipated start date of 1 October 2027. Respondents must submit a capability statement of no more than 10 pages (excluding cover page and attachments) addressing company information, technical capability and past performance, acquisition and market feedback, teaming arrangements, and responses to five industry questions concerning single-prime feasibility, commercial availability, competitive restrictions, small-business participation, and regulatory or operational risks. Responses should be structured into functional tracks (comprehensive graduate curriculum, unmanned/RPA systems, and modular short courses) and submitted electronically to the designated mailbox by the response deadline.
