About this opportunity
The U.S. Coast Guard District Fourteen is seeking a contractor to provide one Special Security Officer (SSO) to manage Sensitive Compartmented Information (SCI) security for their shore-side SCIF located at the PJKK Federal Building in Honolulu, Hawaii. The SSO will be responsible for managing 1,100 square feet of intelligence workspace within a larger 5,716 square foot suite, serving as the single point of contact for SCIF operations and ensuring compliance with Intelligence Community Directive 705 and Coast Guard security regulations. The contractor must possess an active U.S. Top Secret security clearance with SCI eligibility, substantial experience in SCIF construction and maintenance including direct experience on at least three separate ICD 705 projects, and preferably hold DoD Security Fundamentals Professional Certification and Security Asset Protection Professional Certification. The contract will be evaluated using the Lowest Price Technically Acceptable (LPTA) methodology, considering technical capability, past performance, and price factors. Following Amendment 001, the proposal submission deadline has been extended to August 26, 2025, at 6:00 PM, with all questions due by August 14, 2025, at 12:00 PM EST.
This procurement is designated as a total small business set-aside under NAICS code 561612 with a size standard of $25 million, and there is no incumbent contractor as this is for a brand new SCIF that has not yet been accredited. The contract includes a base period from September 1, 2025, to August 31, 2026, plus two one-year option periods, with a recurring cost of approximately $60,000. The SCIF is expected to receive accreditation on September 29, 2025, and will eventually support approximately 100 personnel across local commands with at least 30 personnel on the Coast Guard District Operations staff. The SSO will work a standard 40-hour work week and must arrange self-transportation to the federal building as no parking is available at the work location. The facility will host various classified systems including JWICS, SIPR, and CGone, requiring comprehensive security management responsibilities and compliance with cybersecurity frameworks such as NIST's Risk Management Framework.
