About this opportunity
The U.S. Army Contracting Command Orlando seeks commercial solutions for Special Operations Forces training, testing, and transition services under Army Open Solicitation W9128Z-25-S-A002, with Solutions Briefs due July 24, 2026, at 1500 ET (extended from July 17). The Army contemplates awarding multiple single-award firm-fixed-price Indefinite Delivery/Indefinite Quantity contracts across three distinct capability areas: Comprehensive Personnel Training & Readiness; Mission Technique & Technology Testing; and Rapid Prototyping & Technology Transition. This is a rapid-acquisition mechanism designed to access commercial capabilities at commercial market speed.
Place of performance is Orlando, Florida. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences; PSC is U099, Education/Training—Other.
Offerors may address one, two, or all three capability areas; each solution brief will be evaluated and awarded independently. Solutions need not be fully mature; promising capabilities will be considered. Solution Briefs must not exceed eight pages in 14-point Times New Roman and may be submitted in Word or PowerPoint format. Offerors must demonstrate commerciality by showing how capabilities have been utilized in commercial environments, either directly or of a comparable type. All solutions must demonstrate agile execution with ability to generate task orders within seven calendar days using transparent commercial pricing. The Government will conduct price analysis using commercial pricing evidence such as published catalogs, rate cards, non-Federal invoices, and market comparables; certified cost or pricing data are not required.
Evaluation criteria are technical and management merit, mission benefit and relevance to SOF operations, and pricing reasonableness, with equal weight given to the first two factors. Eligible offerors must possess a Unique Entity ID, active SAM registration, Wide Area Work Flow registration, be determined responsible, and disclose any organizational conflicts of interest. Questions were due July 9; answered questions and POC updates are available in the listed attachments.
