About this file
This is a Call for Solutions document for a Special Operations Forces training, testing, and transition services contract opportunity. The U.S. Army, through Army Contracting Command APG-Orlando, is seeking commercial solutions to support Special Operations Forces (SOF) requirements under Army Open Solicitation W9128Z-25-S-A002. The Government anticipates awarding multiple single-award Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts across three distinct capability areas: (1) Comprehensive Personnel Training & Readiness, including specialized instruction, curriculum development, and live/virtual/constructive training environments; (2) Mission Technique & Technology Testing, encompassing technology and technique evaluation, Technology Readiness Level assessments, and market surveys; and (3) Rapid Prototyping & Technology Transition, involving modification of commercial products for SOF missions and integration of Commercial-Off-The-Shelf items into Government frameworks. All solutions must demonstrate agile execution with ability to generate task order proposals within seven calendar days using transparent commercial pricing. Solution Briefs are due by July 17, 2026, at 15:00 Eastern Time and must not exceed eight pages in 14-point Times New Roman font.
Offerors may submit solutions for one, two, or all three capability areas and will be evaluated on technical and management merit, mission benefit and relevance to SOF operations, and pricing reasonableness, with equal weight given to the first two factors. Eligible offerors must possess a Unique Entity ID and active System for Award Management registration, register in Wide Area Work Flow, be determined responsible, and disclose any organizational conflicts of interest. The evaluation process consists of four phases: Solution Brief submission, optional technical demonstration/pitch, detailed solution proposal, and negotiation/award. Questions must be submitted to Contracting Officer Christopher Crouch (christopher.l.crouch.civ@army.mil) or Contract Specialist Cassandra Kurth (cassandra.d.kurth.civ@army.mil) by July 9, 2026, at 15:00 Eastern Time. The Government reserves the right to make multiple awards, a single award, or no award and may cancel the solicitation at any time without obligation to reimburse offerors for costs.

1. BACKGROUND
The U.S. Army is seeking commercial solutions to support the diverse and evolving requirements of CPE ST3, PdM FTS. The Government is contemplating the award of multiple single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts under the SOF-T Serve portfolio. This is designed as a high-speed route to identify, evaluate, and field commercial capabilities at the speed of the commercial market. The objective is to leverage commercial products and services to enhance the readiness and lethality of Special Operations Forces (SOF).
2. PROBLEM STATEMENT
The Special Operations community requires partners capable of delivering comprehensive, agile, and innovative solutions across a wide spectrum of mission requirements. The Army is seeking pathways to tap into the rapid evolution of commercial technology and training methodologies. SOF-T Serve is intended to bridge this gap by establishing a mechanism to rapidly access and integrate specialized commercial solutions.
3. REQUIRED AND DESIRED SOLUTION ATTRIBUTES
The Government seeks commercial partners capable of delivering solutions across three core capability areas. The Government intends to evaluate submissions for potential distinct, single-award IDIQs in each area. Offerors may submit a separate solution for one, two, or all three areas.
Required Attributes:
· Agile Execution & Pricing Transparency: Any solution submitted must demonstrate the ability to generate FFP Task Order proposals within compressed timelines (often less than seven (7) calendar days) using transparent commercial pricing.
Desired Attributes (by Capability Area):
· Area 1: Comprehensive Personnel Training & Readiness: Providing specialized instruction, curriculum development, and exercise support for any SOF mission requirement (e.g., tactical, medical, linguistic, technical). This includes delivering commercial training methodologies and supplying training aids, software simulations, and live/virtual/constructive (LVC) environments.
· Area 2: Mission Technique & Technology Testing: Evaluating both commercial technologies (hardware/software) and commercial techniques (tactics, workflows, and procedures) for SOF applicability. This includes conducting Technology Readiness Level (TRL) and Technique Validation assessments, trade-off analyses, and market surveys.
· Area 3: Rapid Prototyping & Technology Transition: Providing rapid prototyping services to modify or "ruggedize" commercial products for specific SOF mission environments. This includes developing transition plans and integrating Commercial-Off-The-Shelf (COTS) items into existing Government frameworks via open-systems architecture.
4. AWARDING INSTRUMENT
The Call will be awarded in accordance with the Army Open Solicitation procedures detailed within Solicitation W9128Z-25-S-A002. This Call provides instructions to companies on how the Government will evaluate submissions. The Government anticipates awarding multiple Firm-Fixed-Price (FFP) single-award IDIQ contracts under this Call for Solutions. Use of a CSO is considered a competitive procedure for the purposes of 10 U.S.C. chapter 221 and FAR subpart 6.102.
