About this opportunity
The U.S. Army Corps of Engineers Europe District has issued a Special Notice for a Fiscal Year 2025 Soil Disposal Blanket Purchase Agreement (BPA) targeting soil and debris management services within the U.S. European Command (EUCOM) Area of Responsibility. The planned contract will primarily support U.S. Army installations in Germany, focusing on soil sampling, analysis, transportation, and disposal services. The BPA is designed to provide comprehensive waste management solutions for military facilities, covering various waste classifications and contamination scenarios. With an estimated contract value of $15 million, the agreement will span a five-year base period and support multiple Army garrisons including Wiesbaden, Ansbach, Rheinland Pfalz, Stuttgart, and Bavaria. The opportunity is structured as an unrestricted, full and open procurement with small business requirements waived due to its overseas location.
The primary objective of this Special Notice is to conduct market research and solicit industry feedback to refine the draft Performance Work Statement (PWS) and Price Schedule before formal solicitation. Interested contractors are invited to submit responses via email to Lorraine Laurente and Bjorn Hale by January 7, 2025, at 10:00 Central European Time, using the provided Excel questionnaire. The government is particularly interested in understanding industry capabilities for providing non-personal services support and welcomes input on soil/debris estimation methods, sampling approaches, and potential cost considerations. Notably, prior government contract experience is not required for submission, and respondents will be evaluating a scope of work that includes sampling and analysis of stockpiled soil, removal and disposal of contaminated materials, manifest preparation, and compliance with Host Nation regulations. The contract will require contractors to have personnel fluent in German and English and maintain necessary certifications for sampling, laboratory analysis, and soil disposal across U.S. Army European installations.
