About this file
This is an Excel spreadsheet template containing industry feedback questions related to a Soil Disposal Blanket Purchase Agreement (BPA) opportunity from the U.S. Army Corps of Engineers Europe District. The questionnaire focuses on eight key areas: soil/debris estimation methods, factors influencing bid decisions, interpretation of German PFAS-contaminated soil regulations, cost impacts of PFAS contamination, bid schedule improvements, sampling pricing structure recommendations, Performance Work Statement (PWS) clarifications, and concerns regarding potential incineration disposal options.
The associated Special Notice indicates this is for a 5-year BPA with an estimated value of $15M to support U.S. Army Europe installations within the EUCOM Area of Responsibility, primarily in Germany. Responses are due by January 7, 2025 at 10:00 CET and should be submitted to the specified contracting officials. The opportunity will be unrestricted with no small business set-asides due to the OCONUS location. The scope includes soil/debris sampling, analysis, transportation, and disposal services, including handling of PFAS and tar-contaminated materials.
