About this opportunity
The U.S. Army Corps of Engineers (USACE) Europe District is seeking a Blanket Purchase Agreement (BPA) for soil disposal services across various US Army Garrison military installations in Germany. The contract will require contractors to provide comprehensive soil and debris disposal services, including sampling, waste classification, removal, transport, and disposal of contaminated materials in compliance with Host Nation and Army regulations. The procurement will be conducted under full and open competitive conditions using FAR 52.212-2 Evaluation for Commercial Products and Commercial Services, with the intent to award to a maximum of five contractors. All potential bidders must be registered in the System for Award Management (SAM) and will need to download solicitation documents directly from sam.gov. The solicitation is anticipated to be released on May 14, 2025, with contractor inquiries to be directed to Contract Specialist Lorraine Laurente.
The contract is classified under NAICS code 562112 for Hazardous Waste Collection and will have a base performance period of three years. This is an unrestricted acquisition with no specific set-aside designations, explicitly noting that socioeconomic program considerations do not apply due to the overseas project location. The solicitation will cover soil disposal services involving materials with varying levels of contamination, requiring precise sampling and disposal methodologies that adhere to stringent environmental and regulatory standards. Contractors will need to demonstrate capabilities in handling complex waste management protocols across multiple military installations in Germany. The government reserves the right to cancel the solicitation at any point, maintaining flexibility in the procurement process. Interested contractors should carefully monitor sam.gov for the official solicitation and be prepared to submit comprehensive proposals that meet the technical and regulatory requirements of this specialized waste management contract.
