About this opportunity
The U.S. Fish and Wildlife Service (USFWS), a civilian agency under the Department of the Interior, published a Special Notice of Intent to Award to a Sole Source on March 11, 2026. This notice announces the agency's intention to award a firm fixed price sole source contract to Coffield Web LLC for custom computer programming services under FAR Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. The contract falls under NAICS code 541511 (Custom Computer Programming Services) and is classified under the IT and Telecom - End User as a Service PSC category. This sole source award is not a request for competitive bids but rather a notice of the agency's procurement decision. The notice period closes on March 18, 2026, at 5:00 PM Eastern Time.
The USFWS Division of Migratory Bird Management seeks to contract with Coffield Web LLC for continued maintenance and development of the SCRIBE app, a specialized software application used to transcribe data collected during aerial wildlife surveys into text files for further analysis. The contractor will maintain the existing SCRIBE application, enhance it to the newest Electron version, integrate it with the SUMMIT app (also developed by the same contractor), and provide technical support to USFWS employees. The sole source justification is based on SCRIBE being a proprietary, one-of-a-kind application with no alternative vendors identified, combined with Coffield Web LLC's three years of intimate experience developing and maintaining the software and their established expertise in Electron JavaScript programming. No competitive submissions are being solicited, as the agency has determined that only Coffield Web LLC possesses the specialized knowledge and capability to perform this work effectively. The contract approval was recommended on January 9, 2026, and officially approved by the Contracting Officer on March 11, 2026.
