About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).
The U.S. Fish and Wildlife Service seeks to continue work with an existing contractor to enhance the SCRIBE software application, a specialized aerial survey compilation tool that processes voice files from aerial surveys, analyzes and corrects GPS flight track data, and combines observations with flight metadata. The contractor has three years of intimate experience developing and maintaining SCRIBE and recently upgraded the application from C++ to Electron JavaScript. The agency plans to add functionality to SCRIBE and integrate it with a second application called SUMMIT, also developed by the same contractor, while conducting operational testing of the current SCRIBE version. The form identifies the contractor's qualifications as their in-depth experience with Electron JS programming and established knowledge of the current application version. Fair and reasonable pricing is determined based on the contractor's previous award pricing. The justification cites that SCRIBE is a proprietary, one-of-a-kind application unavailable on the open market, with no other capable sources identified due to the application's proprietary nature and the lack of alternative vendors. The sole source acquisition was recommended by Program/Project Officer Mark Koneff on January 9, 2026, and approved by Contracting Officer Melissa Niemi on March 11, 2026, under FAR Part 13 procedures for simplified acquisitions.

| Text3: There are no other capable sources known, as this is a propriety application. |
| Text2: This program is a one of a kind app not available on the open market. The app takes recorded voice files from our aerial surveys, analyzes and corrects the GPS flight track from the aircraft and allows a user to combine the observations with metadata from the flight (i.e., GPS location, time, GPS accuracy). The app also has data validation checking to reduce time in downstream data verification and back and forth communication with the statisticians and observers |
| Text1: The existing contractor has worked on the one of a kind software app (SCRIBE) for aerial survey compilation of observations for over three years and has intimate knowledge with how we use the program. The contractor recently furhter stream lined the app and translated it into a more versatile and efficient programming language (From C++ to Electron JS). We desire to build additional functionality into SCRIBE and to integrate the functionality of a second app (SUMMIT) developed by the same contractor. In addition, operational testing of the current version of SCRIBE is ongoing and by the beginning of the period of performance we anticipate having identified additional bugs or workflow improvements that we will want incorporated in SCRIBE. The contract will provide for user technical support and continued development of the SCRIBE and SUMMIT apps per the SOW. |
| Text4: This application is not available on the open market. | |
| Text6: Price is determined to be fair and reasonable based on previous award to vendor. | |
