About this opportunity
The U.S. Fish and Wildlife Service Alaska Maritime National Wildlife Refuge intends to award a sole-source firm fixed price contract to Siemens Industry, Inc. for an upgrade to its proprietary Siemens HVAC building automation system, with a response deadline of August 15, 2026. This is not a competitive solicitation; the notice invites interested parties to submit evidence within ten calendar days demonstrating that competition would be advantageous to the Government, though the final decision to compete rests solely with the Government. The refuge's existing Siemens Insight/Apogee workstation is obsolete and unreliable, requiring manual operation by maintenance staff. The upgrade will migrate to the Siemens Desigo CC platform and restore full automated control, alarm management, historical trending, and remote diagnostics while preserving existing field controllers, programming, graphics, trend data, and system databases. Market research confirmed that competing HVAC contractors (Johnson Controls, Schneider Electric, Trane, Honeywell, Automated Logic) cannot legally provide the proprietary Siemens software, database conversion utilities, and factory-authorized migration services required. The purchase will use Simplified Acquisition Procedures under FAR Part 13.106-1(b) and does not exceed the $250,000 simplified acquisition threshold. Contact Melissa Niemi at melissa_niemi@ios.gov.
