About this opportunity
The Department of the Navy issued a special notice on September 4, 2026, advising industry of a Hawaiian Electric Company (HECO) Request for Proposals for energy generation infrastructure development at Marine Corps Base Hawaii (MCBH); this notice does not constitute a direct federal procurement and no contract will be awarded as a result of this posting.
The partnership framework makes non-excess MCBH land available to developers planning, financing, constructing, owning, operating, and maintaining utility-scale generation capability. The selected developer must deliver a minimum 30 megawatts of firm generation capacity plus variable generation and energy storage systems, with two sites totaling 10.29 acres designated for this purpose. The developer will generate and sell electrical power to HECO while designing interconnections to the HECO distribution system with fast-switching and control capabilities supporting island and black start operations to ensure energy resilience during grid disruptions.
In exchange for MCBH land utilization, the developer must provide In-Kind Consideration infrastructure upgrades focused on energy security and resilience to modernize electrical systems and improve power reliability on the Windward side of Oahu, serving both MCBH and surrounding civilian neighborhoods.
