About this file

This is a Special Notice announcing a Request for Proposals (RFP) released by Hawaiian Electric Company (HECO) for an energy resilience and generation project at Marine Corps Base Hawaii (MCBH). The Department of the Navy is providing notification to industry of this partnership opportunity, though this notice itself does not constitute a request for proposal or invitation for bid, and no contract will be awarded directly from this notification. The notice advises potential developers of a real estate partnership framework making MCBH land available for energy infrastructure development.

The project scope requires a selected developer to plan, finance, construct, own, operate, and maintain firm generation capability with a minimum capacity of thirty (30) megawatts (MW) plus variable generation and energy storage systems. Two sites totaling 10.29 acres (6.08 acres and 4.21 acres) at MCBH have been made available for this purpose. The developer will generate and sell electrical power to HECO. Core requirements include designing systems that connect to the HECO distribution system while providing fast-switching and control capabilities enabling island and black start operations to ensure energy resilience and continuous power access during grid disruptions. In exchange for utilizing MCBH land, the developer must provide In-Kind Consideration (IKC) infrastructure upgrades focused on energy security and resilience to modernize local electrical systems and improve power reliability. The project aims to deliver utility-scale modernization on the Windward (Eastern) side of Oahu supporting both MCBH operations and surrounding civilian neighborhoods. Offerors should access the official RFP announcement, timeline, technical specifications, and attachments through HECO's procurement portal at https://www.hawaiianelectric.com/clean-energy-hawaii/selling-power-to-the-utility/competitive-bidding-for-system-resources/igp-rfp.

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The Government IS NOT awarding a contract or agreement directly from or as a result of this notification.

This notification is solely for the purposes of advising industry of a Request for Proposals (RFP) recently released by the Hawaiian Electric Company (HECO) that incorporates critical Department of the Navy (DON) energy resilience requirements and utilizes non-excess base land at Marine Corps Base Hawaii

(MCBH).

The core objective is to deliver energy resilience, strengthen critical infrastructure, and modernize the energy ecosystem on the Windward (Eastern) side of Oahu. Optimal solutions will provide utility-scale modernization that aligns with federal defense resilience targets to ensure continuous access to reliable and quality power for current operations and future load growth at MCBH as well as surrounding civilian neighborhoods.

The DON is posting a Special Notice to notify potential developers of this partnership framework and anticipated infrastructure project which makes MCBH land available for developer use in exchange for firm energy generation and In-Kind Consideration (IKC) infrastructure upgrades.

Project Scope: MCBH Energy Resilience & Energy Generation and Storage

• Firm Generation and Variable Generation and Storage: MCBH has expressed a willingness to make available certain sites for a selected developer that will plan, finance, construct, own, operate and maintain a firm generation capability with a required minimum of thirty (30) megawatt (MW) capacity and variable and energy storage generation systems.

• Land Utilization: Project will utilize non-excess base land offered by MCBH under a designated real estate partnership framework.

• Site Descriptions: Two sites (6.08 acres and 4.21 acres) have been made available for energy generation and selling electrical power to HECO.

Core Objectives and Requirements for the Project:

• Defense and Community Energy Resilience: Proposed projects must be connected to the HECO distribution system but able to employ a fast-switching and control design which, during a grid disruption, provides the Installation with resilient dispatchable generation and continuous access to reliable and quality power with islanding and black start capabilities.

• Value to the DON through IKC: In exchange for the utilization of MCBH land, the RFP outlines several desired IKC projects with a focus on energy security and resilience to enhance energy security. The DON may propose essential infrastructure upgrades as potential IKC projects during exclusive negotiations with the selected developer to modernize local electrical systems and improve day-to-day power reliability.

• Developer-Led Lifecycle: The selected developer will be responsible for the comprehensive planning, financing, construction, ownership, operations, and maintenance of the systems.

Offerors will be able to view and/or download the official RFP announcement, timeline, technical specifications, and any attachments directly through HECO’s procurement portal at:
