The notice pertains to a potential contract with Johnson Controls Fire Protection LP for specialized fire system maintenance. NOAA has determined that Johnson Controls is the only qualified vendor for this work due to the proprietary nature of the SimplexGrinnell fire suppression system currently installed at the facility. The procurement will be conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which allows for non-competitive procurement under specific circumstances. The contract is classified under NAICS code 561621 for Security Systems Services and PSC code J042 for maintenance of fire fighting and safety equipment.

The period of performance is set from 04/01/2025 to 08/31/2029. Contractors who believe they can meet the government's requirements may submit substantiating documentation in writing within 15 days after the notice's publication. However, the government retains sole discretion in determining whether to proceed with a competitive procurement. Only written communications will be accepted, with oral communications explicitly prohibited. The sole source determination is based on Johnson Controls being the exclusive manufacturer, distributor, and authorized service provider for the Simplex fire alarm panels, with no authorized resellers. Interested firms must demonstrate complete compatibility with the existing fire suppression system and provide comprehensive documentation to be considered for evaluation.
