About this opportunity

The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Division has issued a Special Notice announcing its intent to award a sole source Blanket Purchase Agreement (BPA) to CLO Virtual Fashion, LLC for CLO Enterprise Software licenses. The notice, published on behalf of the U.S. Army Combat Capabilities Development Command, Soldier Center, involves a five-year agreement with a total ceiling value of approximately $249,999.99. The Army intends to award this Firm Fixed Price BPA to CLO Virtual Fashion, LLC, located in New York, under the authority of FAR 13.106-1(b)(1). This procurement covers 3D clothing design software licenses and academic subscriptions for activities at the Natick Soldier Systems Center. The anticipated award date is on or before October 31, 2025, with delivery orders not requiring separate synopsis.

The primary objective of this procurement is to secure three to eight annual software licenses per year for CLO Enterprise Software, which provides 3D clothing design capabilities along with software upgrades, maintenance, bug fixes, and support services. Interested parties have until October 1, 2025, to express their interest and capability to meet the government's requirements, though this is explicitly not a request for proposals and no solicitation document is available. The Army has justified the sole source approach by determining that CLO Virtual Fashion is the only viable contractor, as they directly sell the software without authorized resellers and no equivalent products exist that meet the government's needs. The procurement falls under NAICS code 513210 (Software Publishers) with a size standard of $47 million in gross revenue, and the Army has already invested significant resources in training and integrating this specific software into their design workflow.
